Part of cross-environment orchestration. With a link from #16655, an agent can now work on a linked environment's threads through the same T3 MCP tools.

What changes

  • Every tool that names a thread, project, queue or request takes an optional environmentId, about 48 in all. That covers threads (launch, send, wait, read, interrupt, update, configure, fork, merge back, organize, transfers, search), queues, pending requests, projects, scheduled tasks, pull requests, worktree refs and environment preferences. A new t3_environment_links lists the links, with status and access.
  • Forwarding lives in one place. McpToolAccess.toLayer routes any tool whose parameters take OrchestratorMcpEnvironmentTarget, so a tool forwards by having the field and needs no forwarding code of its own. The local handler never sees environmentId, so it can't leak into a command. Tools that act as the calling thread itself (task_status, request_secret, html_*, t3_worktree_handoff, the preview and device tools) can't take one, and the layer refuses to build if one does. Tools whose environmentId means something else, such as the environment to link, don't use the target field and stay here.
  • Access is still checked here first. Each tool's declaration checks the caller here before the call leaves, so a read-only caller, one whose turn ended, or one asking for broader modes than it has is refused locally. The thread or project the call names is checked where it lives.
  • The linked environment holds the call to the caller's modes. Every forwarded call carries them in T3-Mode-Limit (#16653). The other side applies the narrower of those and the link's access, both in its declarations and under its thread lock. A plan-mode agent therefore can't steer an auto thread through an auto link.
  • Retries stay safe. Every caller here reaches the other side as the link's one session, so clientRequestId is hashed with the caller's namespace before it leaves. Retrying gets the first result back, and another agent's identical key does not collide. Remote launches therefore stay idempotent through #16654.
  • Waits are chunked. A forwarded t3_thread_wait goes out in pieces of at most 50 s, pinned to the run the first piece found. The far /mcp sends nothing while a wait is open, and T3 Connect's edge drops idle requests after about 100 s.
  • A remote launch refuses attachments for now, because a pending upload lives on this side.
  • Small moves:
    • MODE_LIMIT_HEADER moves to McpInvocationContext, so peer/ doesn't import McpHttpServer.
    • The tool catalog and work-log summary know t3_environment_links.
    • The orchestration instructions mention linked environments.
    • docs/internals/remote.md gains a "Peer links" section on the trust model.

Verification

  • peer/PeerForwarding.test.ts runs two environments in one process. B is the real orchestrator and project toolkits on its real /mcp, behind its real MCP OAuth, on a real socket, with its thread store mocked. A is the real toolkits plus PeerForwarding, linked to B with a pairing code. The four tests:

    • Links, list and send. t3_environment_links lists Box as reachable. t3_thread_list returns B's threads. A full-access agent sends to B's auto thread. A plan-mode agent is refused by B with interaction_mode_escalation_denied, and B records one send, not two.
    • Chunked wait and retry keys. A 10-minute wait goes out as three 50 s pieces, the later two pinned to the first piece's run. A retried send gets the same command id on B. Another agent's identical key gets a different one, and the raw key never reaches B.
    • Remote launch. A plan-mode caller's launch runs on B in full-access/plan (its own modes, under a full-access link). A retry asks B for the same thread. An escalation is refused on A. A launch with an upload is refused without B receiving a bearer.
    • Unknown environment. An unknown environmentId is invalid_request, and B receives no bearer.
  • Generic routing, in McpToolAccess.test.ts, with a probe toolkit for each declaration kind:

    • a call naming another environment goes there;
    • a call naming this one, or none, runs here without environmentId;
    • read-only, ended and escalating callers are refused before anything goes;
    • a thread id naming a thread there is not checked against threads here.

    A tool that acts as its calling thread fails to build with the target field. PeerForwarding.test.ts also reads and archives B's thread with the thread toolkit's t3_thread_configuration and t3_thread_organize, which had no forwarding of their own.

  • Mutation-checked: each of these fails its test when removed:

    • the mode header on forwarded calls;
    • the retry-key scoping;
    • wait chunking;
    • pinning later pieces to the run;
    • routing on environmentId;
    • the remote-launch attachment refusal;
    • stripping environmentId before the local handler;
    • the caller check before a call leaves.

    One mutation, re-sending the checked modes on launch, survived. That was redundant code (B already inherits the caller's modes from the header), so I removed it.

  • Also ran all of apps/server/src/mcp (26 files, 274 tests), T3OrchestrationInstructions, contracts orchestratorMcp, packages/shared, and client-runtime t3ToolSummary. All passed. Server, contracts, shared and client-runtime typecheck clean.

Review fixes (two adversarial reviews)

  • Naming this environment's own id runs the tool here with all its checks, including the ones on the target thread. Only a really remote target is left to the other side. Tests in McpToolAccess.test.ts and linkOrigin.test.ts (#16695).
  • t3_thread_interrupt takes stop: true: it stops the thread as its Stop button does (thread.stop, which holds the queue and ends pull request watches, then the thread's own delegated tasks), with command ids from the request key and the same access checks. A peer without the option decodes it away and interrupts the run, as before. #16719 uses it to stop a remote task fully. Tested in PeerForwarding.test.ts: a forwarded stop reaches the box as thread.stop plus a delegated-task stop.

End-to-end run, two real servers

Two t3 serve processes from the top of this stack, each with its own data directory, on one machine. A laptop (port 3971) and a box (port 3972). Their projects are clones of one bare origin, so they share a repository. An outside agent (OAuth with a pairing code) drives the laptop's /mcp, and real Claude Sonnet 5.5 turns run on both sides. The last part repeats the run over Tailscale HTTPS (a *.ts.net HTTPS address).

From the laptop's outside agent, with environmentId set to the box:

  • t3_environment_links listed the box as reachable, with auto access.
  • t3_project_list and orchestrator_capabilities returned the box's project and providers.
  • t3_thread_launch β†’ t3_thread_wait β†’ t3_thread_send β†’ t3_thread_wait β†’ t3_thread_read all ran on the box. Replies were PONG, then PING. t3_thread_interrupt answered no_active_run.
  • A single forwarded t3_thread_wait over Tailscale took 83 s, on a box turn that slept 75 s. It returned completed without timing out, because the 50 s chunking held across the edge.

CI caught that t3_environment_links (read-only) was missing from Claude's read-only MCP allowlist, so plan-mode Claude agents would have been refused it. It is now in the list.

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval β€” This PR introduces a substantial cross-environment execution feature with OAuth credential storage, new authorization APIs, database persistence, and forwarding of project, thread, source-control, and destructive operations. It also contains unresolved high-severity correctness findings concerning stop handling, validation, replay behavior, and idempotency-key encoding.

Move wait target selection into a service.

t3_thread_wait selects the local or remote implementation inside the handler. Move that selection into a domain service method, and have the handler call that method. Preserve the current local wait and remote chunked-wait behavior. As per coding guidelines, β€œmulti-step dispatch ... belong[s] in the service,” and a transport handler should β€œcall one service method.” The matching path instruction requires the same service boundary.

Not changing. Same call as the other handler-coordination threads: the handler branches once on where the thread lives. Local waits stay in OrchestratorMcpService, remote ones in PeerForwarding; a combined service would make every local wait depend on peer forwarding.

@juliusmarminge Thanks for the clarification. The handler selects the target once; local wait behavior stays in OrchestratorMcpService, and remote chunking stays in PeerForwarding. This is intentional handler coordination, not multi-step wait logic. I withdraw the finding.

5Learning: In apps/server/src/mcp/toolkits/orchestrator/handlers.ts, t3_thread_wait intentionally selects local versus remote execution in the MCP handler. Local waits remain in OrchestratorMcpService, and remote chunked waits remain in PeerForwarding. This single target-selection branch is an accepted handler-coordination boundary; do not require a combined service that couples local waits to peer forwarding.

Fixed. The stop now reports the run its own thread.stop interrupted, read from that command's stored events, so a retry with the same clientRequestId reports the same run even if another has started since. Tested in PeerForwarding.test.ts.

I still see runId and status sourced from latestActiveRun(target) before dispatch (lines 2476–2498), not the stored thread.stop result. The current PeerForwarding.test.ts coverage also does not appear to exercise a replay after a new run starts.

A credential without the orchestration capability can launch threads and list projects in a linked environment because these remote branches forward the calls without checking readCaller(). Remote routing bypasses the local orchestration capability check. Previously these handlers reached OrchestratorMcpService, whose loadCaller calls requireCapability(scope). Now a credential without orchestration can specify a linked environmentId and skip that service entirely: reads performs no check, writesThreads uses loadCaller rather than readCaller, and PeerForwarding.forward likewise only loads modes. The peer receives the link's credential, not the caller's capabilities, allowing remote thread reads and writes that the same credential is denied locally. Check the orchestration capability before forwarding (and for the new links handler).

Fixed in d915271368. PeerForwarding now loads the caller with readCaller, so every forwarded call and t3_environment_links refuse a credential without the orchestration capability here, before anything leaves. A new test calls all seven forwarded tools with a preview-only credential and checks each is refused and no bearer reaches the peer; it fails with the check removed, for the tools together and individually.

Taking over this one for maintainer batch ssh-relay-remote-15. I am checking the forwarding layer against current main and its peer-link/mode-limit dependencies, then verifying caller permissions, retry identities and two-environment behavior headlessly. No merge or unverified push.

The local takeover candidate has completed three independent Opus/Sol full-diff review rounds. It remains unpublished while I repair the #16655 prerequisite and integrate current main.

The focused forwarding/access suites were reduced from 134 to 120 cases in eight existing files. With Stop and thread-management coverage included, the repaired candidate passed 178 cases in ten files; the latest secret-boundary change passed its affected 134-case subset, server typecheck, scoped lint and formatting. Controlled regressions caught routing/mode/retry/wait errors and the queued-run, no-op-receipt and local-secret-ref boundaries.

Confirmed fixes include durable Stop retry bounds for later runs/descendants, refusal of remote schedules carrying server-local one-use secret refs, and removal of guidance that falsely promised remote delegation. A partial retry can hold current queue/end current watches on the original still-current run; it does not stop later-created runs or descendants. Exceptional persisted command rejection still needs a new retry key, and older peers that ignore stop provide interrupt behavior only.

The remaining publication blocker is that peer resolution must recheck mode-limit capability after a same-ID destination rollback, before using its bearer. Main also occupies migration 064. Two production-server lost-response/restart and long-wait proofs will run after those dependencies are repaired. Existing socket fixtures and SQLite service reopen tests are not presented as process-restart proof. No unverified push or merge.

Thanks @juliusmarminge for the linked-environment tool routing and wait/Stop design. I rebuilt it on the refreshed peer-link prerequisites because main’s orchestration and MCP boundaries moved. I compared all 28 original changed paths with the replacement: routing, link discovery, project/thread/queue targets, caller limits and wait behavior are retained in the forwarding layer. Missing durable Stop cohort/receipt handling and local one-use secret refusal are repaired there; concise user guidance is retained, redundant scope lookup and internal implementation narrative are omitted. The shared HTTP peer fixture preserves the peer behavior cases.

Replacement, bottom to top: #21670 (per-request mode ceilings) β†’ #21671 (durable launch retry) β†’ #21672 (peer pairing, RPC/CLI and migration 065) β†’ #21673 (agent forwarding and bounded thread Stop).

Current corrected stack passed 192 focused tests in 11 files; Opus independently passed 74 tests in four files. Both reviewers re-audited the entire 58-file stack with no source blocker. Two isolated production server processes verified OAuth mode narrowing, pre-bearer refusals, lost replies and process-restart replay, old Stop keys leaving new runs alone, and a 105-second mock-provider run through 50/50/10-second waits. Latest complete CI passed; cancelled superseded runs remain visible, and neutral approval checks are not called green. Current sanitized proof.

Closing this PoC in favor of those unmerged replacements. Human permission-policy approval and real two-host TLS/relay/tunnel plus macOS, Windows, Electron, iOS and Android checks remain. Remote delegate_task is explicitly outside the forwarding layer. No merge performed.

When a thread has only queued messages, interruptThread returns the queued run's ID with status: "interrupt_requested" even though no run was interrupted. holdStoppedThread emits run.updated when it sets queueHeld, so this lookup mistakes a queue-hold update for an interruption; select the run from an interruption-specific event instead.

Fixed the Macroscope finding on orchestrator/tools.ts (rebuilding the t3_thread_update parameters dropped the action/field check): the parameters extend ThreadMetadataMcpUpdateInput with mapFields(..., { unsafePreserveChecks: true }), so rename without title is refused again. Regression test in orchestrator/tools.test.ts (cb07020a07).

This Macroscope finding (a keyed worktree-launch retry failing after its base ref is removed) is in project/handlers.ts from #16654; fixed there (071e661649).

A clientRequestId containing a lone surrogate (for example, "key-\ud800") throws an uncaught URIError, so the accepted request never launches or returns a validation failure. encodeURIComponent at this line rejects lone surrogates; reject ill-formed keys at the boundary or encode them with a deterministic method that supports every accepted string.
