Problem

Relay and development-tool operations still use reusable Effect.gen wrappers. Reusable operations should have named spans without duplicating the relay's existing HTTP request span.

Change

Replace 36 reusable generator wrappers in relay services, replay recording, packaging, and development tools. Retain the relay's existing method-named HTTP span without adding another wrapper span.

Tracing choices

  • Named Effect.fn covers reusable relay service and notification operations, replay recording, packaging, and development tooling.
  • Effect.fnUntraced on traceRelayHttpRequest preserves its explicitly created HTTP-method server span without adding a duplicate wrapper span. requireOwnEnvironment likewise keeps its work and annotations within the existing request span. Hook-forwarding holdOrFail and inbox annotateRun stay untraced so their outcomes and counts annotate the enclosing operation. Inbox hold, wake, and clear retain the existing root spans supplied by withInboxSpan, without a duplicate wrapper span.

Scope and approval

The maintainer explicitly authorized this migration and PR stack in the T3 Code implementation thread, requesting reusable operations move to Effect.fn and reserving Effect.fnUntraced for intentional exceptions. That direct request approved this layer's direction and scope. The work is authored by juliusmarminge (maintainer list). The approval conversation is in T3 Code, so there is no public GitHub approval-comment URL to link.

This layer is observability maintenance of existing relay and development-tool operations: it preserves request forwarding, storage, packaging, and runner behavior while correcting span ownership. Its scope does not introduce a product capability or change product defaults. File count is not the basis for this approval; the maintainer's explicit implementation request is.

Depends on #21999.

Verification

Scoped typechecks passed for the server, relay, and scripts. Eight focused suites passed: 241 tests covering development tooling, relay hooks, and HTTP behavior, including the existing tracing assertions.

Additional regression assertions reproduce the misplaced offline outcome and delivery-result attributes before the fix. All 48 focused hook tests, targeted lint, and the relay typecheck pass after the fix.

Nonvisual refactor; evidence comes from the focused behavior and tracing tests. No UI verification applies.

Avoid a second span for each inbox method.

Each named Effect.fn adds a span around a method that already has a root relay.inbox.* span through withInboxSpan. Use Effect.fnUntraced for hold, wake, and clear to retain the existing method spans without exporting another span per call. (github.com)

Keep the offline outcome on the request span.

Effect.fn("HookForwarder.holdOrFail") creates a child span. When an upstream request fails, outcome(...) now annotates that child instead of the existing relay.hooks.forward span. Use Effect.fnUntraced here so the request span retains its offline outcome. (github.com)

Fixed in 49cba3b: holdOrFail is untraced, so offline, held, and inbox-full outcomes remain on relay.hooks.forward. The regression assertion failed before the change and passes afterward; all 48 focused hook tests, targeted lint, and the relay typecheck pass.

@juliusmarminge Thanks for the fix. holdOrFail now uses Effect.fnUntraced, which keeps offline, held, and inbox-full outcomes on relay.hooks.forward. The reported regression coverage addresses this finding.

βœ… Review thread resolved.

Also addressed the HookInboxObject nitpick in 49cba3b: hold, wake, and clear now use Effect.fnUntraced while retaining their existing withInboxSpan root spans and options. The client and enforcement layers are rebased and pushed, and the whitespace-ignored diff snapshots are refreshed.

Clarified the scope/approval section: the maintainer explicitly authorized this Effect migration and PR stack in the T3 Code implementation thread. The request is the approval record; it has no public GitHub comment URL. This layer preserves relay and tooling behavior while correcting instrumentation. The warning about a missing external approval link does not indicate missing maintainer authorization, and this PR is not claiming a file-count or small-bug exemption.
