Stacked on #30523. Two signing keys were reloaded and re-parsed on every token they signed or verified:

  • The server's environment key pair. CloudLink called getOrCreateEnvironmentKeyPairFromSecretStore(secrets) in four places and AgentAwarenessRelay in one. Each call re-read the secret store, passed the service in as an argument, and signRelayJwt then re-parsed the PEM key.
  • The relay's cloud mint key pair. RelayTokens, HookForwarder and EnvironmentConnector re-parsed it on every token they issued or verified. That's a key parse per authenticated request on the Worker.

What changed

  • EnvironmentSigningKey (server, cloud/environmentKeys.ts):
    • It loads or creates the key pair while its layer is built. That load was already eager: AgentAwarenessRelay did it in make.
    • It parses the private key on first sign and keeps it. Corrupt key material fails Connect signing with a RelayJwtError and never blocks server startup.
    • It exposes publicKey and sign({ typ, payload }), with Signature captured inside. CloudLink and AgentAwarenessRelay no longer touch the secret store or Signature to sign.
  • CloudMintSigner (relay, auth/CloudMintSigner.ts):
    • It parses the mint key pair on first use and keeps it for the lifetime of the relay runtime layer, which is the same lifetime as every other relay service.
    • A failed parse is retried rather than cached, so a bad configured key still fails individual requests instead of Worker boot.
    • It exposes sign and verify for mint-key tokens.
  • relayJwt: signRelayJwt and verifyRelayJwt accept either a PEM string or an already-parsed Jwk key. The new importRelayPrivateKey and importRelayPublicKey do the parsing. Calls that verify against keys loaded per request, such as environment proofs checked against a link's stored keys, keep passing strings.

Tokens are unchanged: same keys, same EdDSA JWTs.

Verification

  • vp run check:changed passes.
  • Server cloud and relay tests: 228/228. Relay src: 305/305.
  • CloudLink.test mocks EnvironmentSigningKey: its secret-store mock can't create keys, and those tests never sign.

Walkthrough

The change adds environment and cloud-mint signing services. Cloud and relay components use these services to sign or verify JWTs. Shared JWT helpers accept PEM strings or imported EdDSA keys.

Changes: JWT signing and verification

Layer / File(s)Summary
Reusable JWT key imports
packages/shared/src/relayJwt.ts, packages/shared/src/relayJwt.test.ts
Adds EdDSA PEM import helpers. Signing and verification accept PEM strings or imported keys, and the test checks rejection of an ES256 key.
Environment signing service and cloud proofs

Full details: Title check

Explanation

The title "refactor: hold relay signing keys in EnvironmentSigningKey and CloudMintSigner" names the two new services that carry the main change. The changeset adds these services, moves signing onto them, and adds parse-on-first-use caching. The title is specific and follows conventional commit form, so it describes the primary change clearly.

Full details: Description check

Explanation

The description follows the template's main sections and gives a clear account of the problem, the change, and the verification. The Problem section is only implied: it describes repeated key reloads and re-parsing per request but does not state an expected-behavior or reproduction case in the template's form. The Scope and approval section is missing. It does not link the triaged issue or maintainer approval, and it does not explain a small-fix exemption. It also stacks on PR #30523, so the scope depends on that PR. The Verification section gives concrete test counts and a check command, which meets the requirement for specific checks. The description also has no agent-model line in the template's form, although it names Claude Opus 5.5 in Claude Code. The author should add the approval link or exemption rationale and state the problem more directly.

Resolution

Add a Scope and approval section. Link the triaged issue or the maintainer discussion that approves this direction, or explain why this refactor qualifies without prior approval. Also state the Problem as expected behavior versus actual behavior, and note the dependency on PR #30523 in that section. Keep the existing Verification details.

Keep CloudMintSigner alive across requests.

CloudMintSigner.layer creates a new key cache when the layer is built. Its current placement inside layerRuntime rebuilds that cache with the per-request fetch layers, so the mint key can still be imported once per request. Build the signer during Api.make construction and provide the resulting CloudMintSigner service to the request layers.

Not changing this here. The Worker's fetch effect builds layerRuntime and every service in it (the DB layer, RelayTokens, EnvironmentConnector, and so on), so CloudMintSigner lives exactly as long as all of them. Even if that is per request, the mint key is now parsed at most once per runtime, where before it was parsed on every sign or verify call. So this is no regression. Keeping relay services alive across the whole isolate would be a broader change to how the Worker builds layers, not to this signer. I reworded the PR description so it no longer claims the key is parsed once overall.

@juliusmarminge You're right. I treated isolate-wide caching as a requirement for this refactor. CloudMintSigner reuses successfully parsed keys within each runtime build, which improves on parsing for every sign or verify call.

The existing service lifetime does not make this change a regression. With the PR description clarified, I withdraw this finding.

Create the relay key pair on first use, not at layer build.

EnvironmentKeys.layer runs getOrCreateEnvironmentKeyPairFromSecretStore when the layer is built, and server.ts provides this layer on every server start. If the secret store fails, the layer fails and server startup stops, even when T3 Connect is disabled. Storage failures surface as typed SecretStoreErrors. Key-generation failures use Effect.orDie, so they become defects, and they also stop startup.

Key creation publishes the key pair with fileSystem.link (ServerSecretStore.ts:249). If that link fails, startup can fail on every start while the key pair is missing. Deferring PEM parsing does not avoid this path, because the secret read and key creation still run during layer build.

Before this change, the merge base created the key pair from CloudLink operations and from AgentAwarenessRelay. This change moves that work to startup.

Obtain the key pair in the operations that sign or publish with it, and let secret-store failures fail those operations. publicKey is a plain string on the service, so its consumers must also obtain it through an effect.

Startup already did this on main. AgentAwarenessRelay.make calls getOrCreateEnvironmentKeyPairFromSecretStore(secrets) while its layer is built (apps/server/src/relay/AgentAwarenessRelay.ts:382 at 9d7f771), and server.ts provides AgentAwarenessRelay.layer in the runtime core dependencies on every start (line 626), whether or not Connect is enabled. So a secret-store or link failure while reading or creating the key pair already stopped startup before this PR. EnvironmentSigningKey moves that same eager load into one place and does not add a new startup dependency. The only new startup work was PEM parsing, and e518dc9 already deferred that to first sign. Making the key pair lazy everywhere would be a separate behavior change for AgentAwarenessRelay, so I'm keeping this refactor behavior-preserving.

@juliusmarminge You're right. I missed that AgentAwarenessRelay.make already loaded the key pair during layer construction and that the runtime built that layer on every start.

The eager secret-store access is existing behavior, not a startup regression introduced by this PR. The supplied code also confirms that PEM parsing now occurs on first sign.

I withdraw this finding. Making key-pair loading lazy would be a separate behavior change, not a required fix for this refactor.
