PullRequestService.detailUncached forwards checksUnavailable unchanged. The provider contract permits any string, while PullRequestDetail requires a nonempty value. A provider that returns "" causes detail decoding to fail.
The current GitHub producer uses a nonempty literal, but the provider contract does not enforce this for future or alternate providers. Enforce the nonempty invariant in the provider contract or normalize the value before forwarding it.
