🟠 High workflows/stale-needs-more-info.yml:19

Newly labeled issues can be closed on the next daily run, before users get the promised seven-day reply window. Because needs more info is both the eligible-issue label and the stale label, actions/stale@v9 treats the issue as already stale and skips days-before-issue-stale; with days-before-issue-close: 0, it closes immediately. Set the close window to seven days.

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Add actions: write to the workflow permissions.

actions/stale@v9 saves its processing state to the GitHub Actions cache. It needs this state to resume after it reaches operations-per-run. issues: write does not grant cache access. Without actions: write, the state save can fail.

208staled-issues-prs | List of all staled issues and pull requests
209closed-issues-prs | List of all closed issues and pull requests
210
211### Detailed options
212
213#### repo-token
214
215Personal Access Token (PAT) that allows the stale workflow to authenticate and perform API calls to GitHub.
216Under the hood, it uses the @actions/github package.
217
218Default value: `${{ github.token }}`
219
220#### days-before-stale
221
222The idle number of days before marking the issues or the pull requests as stale (by adding a label).
223The issues or the pull requests will be marked as stale if the last update (based on GitHub issue field `updated_at`) is older than the idle number of days.
224It means that any updates made, or any comments added to the issues or to the pull requests will restart the counter of days before marking as stale.
225However, if you wish to ignore this behaviour so that the creation date (based on GitHub issue field `created_at`) only matters, you can disable the ignore-updates option.
226
227If set to a negative number like `-1`, no issues or pull requests will be marked as stale automatically.
228In that case, you can still add the stale label manually to mark as stale.
229
230The label used to stale is defined by these two options:
231
232 * stale-issue-label
233 * stale-pr-label
234
235A comment can also be added to notify about the stale and is defined by these two options:
236
237 * stale-issue-message
238 * stale-pr-message
239
240You can fine tune which issues or pull requests should be marked as stale based on the milestones, the assignees, the creation date and the missing/present labels from these options:
241
242 * exempt-issue-labels
243 * exempt-pr-labels
244 * only-labels
245 * any-of-labels
246 * start-date
247 * exempt-milestones
248 * exempt-all-milestones
249 * exempt-assignees
250 * exempt-all-assignees
251 * ignore-updates
252
253Default value: `60`
254
255#### days-before-issue-stale
256
257Useful to override days-before-stale but only for the idle number of days before marking the issues as stale.
258
259Default value: unset
260
261#### days-before-pr-stale
262
263Useful to override days-before-stale but only for the idle number of days before marking the pull requests as stale.
264
265Default value: unset
266
267#### days-before-close
268
269The idle number of days before closing the stale issues or the stale pull requests (due to the stale label).
270The issues or the pull requests will be closed if the last update (based on GitHub issue field `updated_at`) is older than the idle number of days.
271Since adding the stale label will alter the last update date, we can calculate the number of days from this date.
272
273If set to a negative number like `-1`, the issues or the pull requests will never be closed automatically.
274
275The label used to stale is defined by these two options:
276
277 * stale-issue-label
278 * stale-pr-label
279
280Default value: `7`

298--- | ---
299staled-issues-prs | List of all staled issues and pull requests
300closed-issues-prs | List of all closed issues and pull requests
301
302### Detailed options
303
304#### repo-token
305
306Personal Access Token (PAT) that allows the stale workflow to authenticate and perform API calls to GitHub.
307Under the hood, it uses the @actions/github package.
308
309Default value: `${{ github.token }}`
310
311#### days-before-stale
312
313The idle number of days before marking the issues or the pull requests as stale (by adding a label).
314The issues or the pull requests will be marked as stale if the last update (based on GitHub issue field `updated_at`) is older than the idle number of days.
315It means that any updates made, or any comments added to the issues or to the pull requests will restart the counter of days before marking as stale.
316However, if you wish to ignore this behaviour so that the creation date (based on GitHub issue field `created_at`) only matters, you can disable the ignore-updates option.
317
318If set to a negative number like `-1`, no issues or pull requests will be marked as stale automatically.
319In that case, you can still add the stale label manually to mark as stale.
320
321The label used to stale is defined by these two options:
322
323 * stale-issue-label
324 * stale-pr-label
325
326A comment can also be added to notify about the stale and is defined by these two options:
327
328 * stale-issue-message
329 * stale-pr-message
330
331You can fine tune which issues or pull requests should be marked as stale based on the milestones, the assignees, the creation date and the missing/present labels from these options:
332
333 * exempt-issue-labels
334 * exempt-pr-labels
335 * only-labels
336 * any-of-labels
337 * start-date
338 * exempt-milestones
339 * exempt-all-milestones
340 * exempt-assignees
341 * exempt-all-assignees
342 * ignore-updates
343
344Default value: `60`
345
346#### days-before-issue-stale
347
348Useful to override days-before-stale but only for the idle number of days before marking the issues as stale.
349
350Default value: unset
351
352#### days-before-pr-stale
353
354Useful to override days-before-stale but only for the idle number of days before marking the pull requests as stale.
355
356Default value: unset
357
358#### days-before-close
359
360The idle number of days before closing the stale issues or the stale pull requests (due to the stale label).
361The issues or the pull requests will be closed if the last update (based on GitHub issue field `updated_at`) is older than the idle number of days.
362Since adding the stale label will alter the last update date, we can calculate the number of days from this date.
363
364If set to a negative number like `-1`, the issues or the pull requests will never be closed automatically.
365
366The label used to stale is defined by these two options:
367
368 * stale-issue-label
369 * stale-pr-label
370
371Default value: `7`
372
373#### days-before-issue-close
374
375Override days-before-close but only for the idle number of days before closing the stale issues.
376
377Default value: unset
378
379#### days-before-pr-close
380
381Override days-before-close but only for the idle number of days before closing the stale pull requests.
382
383Default value: unset
384
385#### stale-issue-message

When I check the code here, the `updatedSince` logic instead seems to be waiting 30 days after the last update: https://github.com/actions/stale/blob/master/src/IssueProcessor.ts#L204-L207.I would expect this check to only be passing `daysBeforeClose`, not `daysBeforeClose + daysBeforeStale`, since adding the stale label updates the `updatedAt`.

373My expectation is that a stale PR would be marked stale on day five so its `updated_at` would bump up, 25 days later the other action would pick it up and mark it with the new label (so its `updated_at` would again bump up), and then five days later it would be closed.
374
375The first action goes as expected, and the marking of the second goes as expected -- but the closing event does not happen as expected. Here's an example log:
376
377 `Found a stale pr
378 Checking for label WILL BE CLOSED :skull_and_crossbones: on issue #2318
379 Issue #2318 marked stale on: 2020-05-23T03:04:26Z

385 `
386
387The PR was marked with `WILL BE CLOSED ☠️` on `2020-05-23T03:04:26Z`. Yet it's far more than five days since then and the PR has not been closed.
388
389When I check the code here, the `updatedSince` logic instead seems to be waiting 30 days after the last update: https://github.com/actions/stale/blob/master/src/IssueProcessor.ts#L204-L207. I would expect this check to only be passing `daysBeforeClose`, not `daysBeforeClose + daysBeforeStale`, since adding the stale label updates the `updatedAt`.
390
391Clearly though this must be working for other people, so I assume I've misconfigured something.
392
393Any help would be greatly appreciated.

Use the seven-day close delay for the existing label.

actions/stale@v9 treats an issue carrying stale-issue-label as stale before it applies days-before-issue-stale. Because both labels are needs more info, the action can enter the close path on the first daily run. With days-before-issue-close: 0, the issue can close immediately.

Set the stale delay to -1 and the close delay to 7. The -1 value disables automatic stale marking. It does not prevent issues that already have the stale label from entering the close path. The seven-day close check uses issue.updated_at, which GitHub updates when the label or a reply is added.
