Adds a daily actions/stale run scoped to issues labelled needs more info: no reply for 7 days closes the issue as not planned with a short message; any comment removes the label and resets the clock. Pull requests are excluded (days-before-pr-stale: -1).

Why: the issue triage flow asks reporters for missing details and labels the issue; the timeout belongs in CI, not in the triage agent.

Newly labeled issues can be closed on the next daily run, before users get the promised seven-day reply window. Because needs more info is both the eligible-issue label and the stale label, actions/stale@v9 treats the issue as already stale and skips days-before-issue-stale; with days-before-issue-close: 0, it closes immediately. Set the close window to seven days.

actions/stale@v9 treats an issue carrying stale-issue-label as stale before it applies days-before-issue-stale. Because both labels are needs more info, the action can enter the close path on the first daily run. With days-before-issue-close: 0, the issue can close immediately.
