Fixed in be3c9f3d643: the counter-bound exemption now applies to for, while, and do-while alike, with rule tests for fixed-N while and do-while flushes.
I still see while/do-while falling through to !isTrueLiteral(loop.test); isCounterTest remains limited to ForStatement, and the new cases are not present. Could this commit be missing from the current PR head?
That re-review ran on 07fb63e, an intermediate head from the #22557 rebase. The pushed head 8ab4d34 carries the rewrite: isCounterTest accepts only a plain identifier compared with a number/identifier that the loop advances via ++/+=/-= (so events.length < 1 is reported), and for/while/do-while all share the same bounded-counter exemption, with rule tests for each.

Use >= in the awaitTerminal and awaitContinuation predicates.
changes.until checks the predicate again only after the waiting fiber takes a notification. The stream fiber in runtime.events can push several events and call changes.notify several times before the waiting fiber runs. If terminalEvents().length or continuationRequests.length goes past count in that interval, === count never becomes true again. The wait then blocks until the vitest timeout and gives no assertion message. With >=, the wait returns, and the later exact assertions (for example harness.terminalEvents()[0]?.status, assert.lengthOf) report the extra event clearly.

β Confirmed as addressed by @juliusmarminge
Fixed in be3c9f3d643: awaitTerminal/awaitContinuation in the Codex and Claude wake harnesses now wait for >= count, and awaitSubagentStatus is unaffected because it matches the latest status rather than a count.
@juliusmarminge Thanks for the fix. >= count addresses the count-overshoot concern. awaitSubagentStatus needs no change because it matches the latest status, not an event count.

| 675 | # The Effect Type |
| 676 | |
| 677 | The `Effect` type is a description of a workflow or operation that is lazily executed. This means that when you create an `Effect`, it doesnβt run immediately, but instead defines a program that can succeed, fail, or require some additional context to complete. |
| 678 | |
| 679 | Here is the general form of an `Effect`: |
| 680 | |
| 681 | ` |
| 682 | |
| 683 | ββββ Represents the success type |
| 684 | |
| 685 | β ββββ Represents the error type |

| 690 | |
| 691 | Effect<Success, Error, Requirements> |
| 692 | |
| 693 | ` |
| 694 | |
| 695 | This type indicates that an effect: |
| 696 | |
| 697 | * Succeeds and returns a value of type `Success` |
| 698 | * Fails with an error of type `Error` |
| 699 | * May need certain contextual dependencies of type `Requirements` to execute |
| 700 | |
| 701 | Conceptually, you can think of `Effect` as an effectful version of the following function type: |
| 702 | |
| 703 | ` |
| 704 | |
| 705 | type Effect<Success, Error, Requirements> = ( |

Convert the deferred completion result to void.

Fixed in be3c9f3d643: both offer stubs now end with Effect.asVoid, and apps/server typechecks clean.
@juliusmarminge Thanks for confirming the fix in be3c9f3d643 and the clean apps/server typecheck. Ending both offer stubs with Effect.asVoid addresses the return-type mismatch.

Fixed: failsAfterLoop is removed. A loop is polling only when its body has a conditional exit or its test is neither true nor a counter the loop advances; what follows the loop is ignored. Rule test added; repo warning count unchanged.

Bound the terminal wait before releasing closeGate.
makeChangeSignal.until waits on PubSub.take until its predicate succeeds and has no failure path. awaitTerminal(1) therefore cannot report a missing terminal to Effect.exit.
This test releases closeGate only after that wait. If terminalization waits for close, the test hangs until the Vitest timeout, and terminalized is never asserted. Use the fixed scheduler bound:

A break inside a nested loop or switch is treated as exiting the loop being checked, so fixed-count outer flushes are incorrectly reported as polling. The descendant searches cross those boundaries; count only breaks that target the checked loop while still recognizing nested return and throw exits.
