feat(ci): label each PR with who acts next#2020

No issue: the maintainer asked for clearer pull request labels in a working session, and no issue was filed.

Summary

Each open pull request now gets one label that says who acts next: the maintainer to review, approve, merge or unstick it, the author to fix it, or nobody while checks run or automatic merging is on. A status on the pull request page gives the reason in one line, so the list no longer has to be decoded from five groups of unrelated labels. Draft pull requests get no label because the list already marks them. This is the first of three slices, and nothing is deleted yet; later slices retire the old review state labels and prune unused ones. The workflow only runs once it is on the main branch, so the first live labels appear after this merges.

Changes

Files changed, grouped by purpose
  • Label rules: .github/scripts/pr-next/next.mjs decides the label for each pull request, reusing the merge gate's sign-off rule and reading required checks from the branch ruleset.
  • Workflow: .github/workflows/pr-next.yml runs the rules after related workflows finish, every 30 minutes, and when a pull request closes, writing with the workflow's own token so no other workflow starts.
  • Tests: tests/prNext.test.ts covers every rule, including the stuck merge request seen on #1970.
  • Docs: docs/specs/2026-10-30-pr-next-action-labels-design.md records the rules, the evidence for the token choice, and the order of slices 2 and 3, and docs/agents/triage-labels.md gains one row for the new labels.

Walkthrough

The change adds a CLI and workflow that assign next-action labels to open pull requests based on checks, reviews, and merge state. The workflow runs on selected events, a schedule, or manual dispatch. Closed pull requests have the labels cleared.

Changes: PR next-action labels

Layer / File(s)Summary
Decision rules and coverage
.github/scripts/pr-next/next.mjs, tests/prNext.test.ts
The script evaluates check results and pull-request facts to select a next action. Tests cover check selection and decisions for pull-request states.
Pull-request evaluation and updates
.github/scripts/pr-next/next.mjs
The CLI loads pull-request details, reviews, statuses, and checks. It applies or clears labels, updates the next-action status, supports dry runs, and reports per-pull-request failures.

Some PRs can temporarily show the wrong next action, and the design document needs correction before its proposed label pruning is used. These are bounded risks, but the label decisions should be fixed before relying on them.

Count stamped approved labels as approval at head.

gate.decide treats an approved label with a successful merge/approved stamp as sign-off. The later check only accepts an approving review, so an outside evidence-affecting PR can incorrectly return next: review after the maintainer applies approved.

Sort runs without startedAt as newest, not oldest.

c.startedAt ?? '' gives a run without a start time the smallest possible key. The sort on line 91 puts that run first, so the last-entry check on line 94 reads an older run. A newer run with a null startedAt can therefore lose to an older completed run. The pending check in the proposed fix would not fix this. It would make an older in-progress run override a newer completed run, which breaks the newest-run rule that the existing test judges a check by its newest run describes.

Use a sort key later than any timestamp:

Retain labels that the triage process still uses.

docs/agents/triage-labels.md says reviewers apply pr:needs-verification, and agent sessions apply via-agent. It also instructs triagers to apply invalid and question. Removing these labels would break those documented workflows. Retain them or define their replacement before pruning them.

As per path instructions, flag documentation that contradicts existing behavior.
