Problem

While you dictate, the recording controls sit in a fixed-width (256px) pill. In the citation comment box, that pill wraps above Cancel/Save but doesn't fill the row. In the browser preview's annotation popover, it adds a second row under the text field, next to an Attach button you can't use until dictation ends. Its Cancel/Finish buttons also render square inside the round pill.

Change

Citation comment: while dictation is active, the controls get their own row and the pill fills it. The pill now carries data-slot="voice-input-pill", and the editor stretches it from outside, so the composer, Settings, PR and diff forms that share the pill are unchanged.
Preview annotation: while dictation is active, the recording controls take the text field's place in the one-line composer row, and Attach is hidden. The controls drop the pill border and background to match the chat composer's. The textarea stays in the DOM, visually hidden with sr-only, and takes focus once when dictation starts, so Enter still finishes and attaches. When dictation ends, it comes back and is measured again so a long transcript gets its real height. The pill is only moved when its parent changes, so level updates don't blur a focused button. Errors still show on their own row.
The Cancel/Finish/Skip buttons are round: createButton's rounded-md sorted after rounded-full in the generated CSS and won. AnnotationStyles.generated.ts is regenerated.

Scope and approval

A maintainer asked for this layout directly (Julius, while reviewing dictation in these two surfaces). It is limited to the two dictation layouts and the annotation buttons' radius. It is stacked on #32141, which fixes the citation popover's opening animation.

Focus the settings button, start with a click, press Enter: the same.
At 260px wide, the controls fit on one line.
A five-line transcript comes back at the textarea's normal maximum height.

There is no recording. Dictation needs a microphone and the transcription service, and the annotation popover only runs inside Electron's preview, none of which this machine (Linux, no desktop session) has. The states above were driven by stubbing the voice state. The change has not been exercised with a live microphone in the desktop app.

Fixed in f0fd062bf68: when the mic button had focus as dictation starts, focus moves to the (now visually hidden) textarea, so Enter still attaches. Verified by tabbing to the mic, starting with Enter, then pressing Enter again: the stop/submit path runs.

Fixed in 91a778e888c: instead of special-casing the mic button, the textarea now takes focus once when dictation first becomes active (whatever had focus, e.g. the adjust button), and never on later level updates. Verified: focus adjust, start by click, Enter → stop/submit.

Re the outside-diff finding (resize the textarea after dictation ends): fixed in 91a778e888c. When dictation ends, the textarea is re-measured after sr-only comes off, so a transcript that arrived in the same update gets its real height (verified with a 5-line transcript).
