Stacked on #30472 (uses its new shallow-clone sync:repos). Review only the top commit until that lands.

What

  • Sync .repos/ to the versions pinned in the pnpm catalog:
    • .repos/effect: Effect-TS/effect at effect@4.1.2 (506eef143bcc), previously 4.0.1
    • .repos/alchemy-effect: alchemy-run/alchemy-effect at v2.0.0-beta.85 (d0b4a3326718), previously beta.80
  • Rename .repos/effect-smol to .repos/effect: Effect-TS/effect is the upstream for v4 stable, and effect-smol is not. Updates the repo id in scripts/lib/reference-repos.ts, the test, and the AGENTS.md pointer to .repos/effect/LLMS.md.

The diff is large (~28k files) because it's vendored upstream source. The only hand-written changes are in AGENTS.md and scripts/.

Verification

  • vpr sync:repos produced both trees. Running it again prints already at <ref> for both, so the committed files are exactly upstream's, including after the pre-commit hooks ran.
  • vp test run scripts/sync-reference-repos.test.ts passes.
  • No references to effect-smol remain outside .repos/.
