fix(shared): durations under 10s drop a trailing .0#27316
Durations under 10 seconds always rendered one decimal, so a whole number showed as "Worked for 7.0s". The shared formatDuration now drops a trailing .0 ("7s"; "7.4s" is unchanged), which covers the web and mobile "Worked for" fold rows, worktree setup step timings, and subagent timers.
The same rule applies to the remaining fixed-precision duration labels: CPU time, span durations, and thresholds in the diagnostics settings ("10.0s" to "10s", "2.00 s" to "2 s", "2.50s" kept), and the t3 trace summary.
before: fold row reads "Worked for 7.0s"
after: the same fold row reads "Worked for 7s"
The captures use a seven-second replay turn in the web client. Mobile uses the same shared formatter, and its timeline tests cover it. I did not capture mobile or the diagnostics screens.

Walkthrough
Duration formatters now omit unnecessary trailing decimal zeroes. Mobile and web presentation tests expect whole-second duration labels without a trailing decimal.

Re the outside-diff note on apps/server/src/cli/trace.ts:103 (1150ms now prints 1.2s): keeping this as is. 1150ms is 1.15s, and half-up rounding to tenths gives 1.2s. The old (1.15).toFixed(1) printed 1.1 only because 1.15 is stored as 1.1499999999999999112 in binary. Math.round(ms / 100) / 10 is also the rounding the shared formatDuration already used for the timeline labels, so trace and the UI now agree.
