Stacked on #27138 (thread-vs-task eval cases). Merge that first.

Problem

When someone asks Sonnet 5.5 for an agent "in the background", it starts Claude's native Agent with run_in_background:true instead of delegate_task. Claude Code's own Agent description says "Subagents run in the background by default; you'll be notified when one completes". T3's subagent bullet says "Agent always with run_in_background:false" and lists "background work" as a delegate_task case, but Sonnet follows the harness. A background native agent gets no T3 task tracking, can't be cancelled with task_cancel, and doesn't show as a child in the app.

Change

One line in orchestrationInstructions.ts, with no change to the context budget. The subagent bullet gets a separate sentence:

Background agent: delegate_task, never a background Agent.

To fit it in the same bytes, the bullet loses "always", the in-list "background work" and "and it finishes in this turn". The new sentence covers that last clause, since anything that outlives the turn now goes to delegate_task. It also gets shorter: "(Claude Agent, run_in_background:false; โ€ฆ)" and "on another provider's model". "Or delegate_task by name" stays, so a user who asks for that tool still gets it. The Claude system append and Codex additional context are byte-for-byte the same size as on main, so agentContextBudget.json doesn't change and no agent-context-increase label is needed.

Wordings compared on Sonnet against the same cases (before the byte trim):

Scope and approval

This follows from the thread-vs-task evals Julius Marminge asked for (#27138): it fixes the one failure those evals reproduce, with no runtime or schema change.

Verification

Paired runs, main vs this PR, on the same cases and harness templates. 3 samples per case; cells at 1/3 or 2/3 were extended to 6 or 12 samples on both refs. I read every failing transcript.

Each of those cells is still 5/6 or better, so all of them still pass the 5/6 bar I set before the runs. Across Sonnet's three dipped cells, though, that's 15/18 vs 18/18. One failure is a residual risk worth a reviewer's look: a "have Opus review PR 123" sample went to delegate_task instead of a native Opus Agent, which is the over-correction this wording could invite. The other two missed a thread link or sent a Sol re-check slightly differently.

Zero-byte trim (this PR's current text), GPT only. The Anthropic key ran out of credits, so this text hasn't been run on Claude yet. The Sonnet rows above are for B, the same sentence before the trim. Runs used a GPT-6.1 Terra shell simulator, 3 samples per case. The other trim I tried kept "finishes in this turn" and dropped "or delegate_task by name" instead. It scored the same, but no eval covers a user who names delegate_task, so this PR keeps that clause.

vp run check:changed passes: format, lint, knip, typecheck, and the tests including AgentContextBudget.test.ts with main's values.

Not covered: these are API replays with a simulated shell and canned T3 results. I didn't run a live Claude Code session or check that a real background delegate completes.

Opus 5.5 and GPT-6.1 Sol reviewed this change and the evals. Sol said ship. Opus asked for Sonnet's full orchestration suite and two more wordings, which are the rows above.

Prepared with Claude Opus 5.5 (orchestrator) and a GPT-6.1 Sol + Claude Opus 5.5 council via T3 Code, in Claude Code.

Macroscope's review found this PR requires human approval โ€” The change reinforces routing background agents through tracked T3 tasks. Walkthrough

The subagent instructions revise when to use native tools and when to use delegate_task. The orchestration test checks the updated provider wording and the rule for background agents.

The native-tool rule no longer requires completion in the current turn. Background work uses delegate_task; the instructions retain delegation for other providers, user-requested settings, separate checkouts, and named delegation. The test checks the updated wording and background-agent rule.

Return early for a non-repository before the concurrent fan-out.

The Effect.all now spawns git status, git diff-index, and the default-branch and origin lookups together. For a non-repository, repositoryPaths is null, so statusCacheKey is undefined. Both lookups then bypass their caches and spawn Git on every poll. The code discards all of this work at Line 2172 and Line 2177.

indexResult already holds the non-repository answer. If it exited non-zero with "not a git repository" stderr, return NON_REPOSITORY_STATUS_DETAILS before the fan-out. This keeps a poll of a non-Git workspace at the earlier spawn count.

The project guidelines state: "Make sure all changes are considerate of performance impact."

Cover due-hint recording separately from expanded-year ordering.

The expanded-year task sorts first in MIN(next_run_at), so runDueTasks does not record the ordinary future task's due-time hint. Keep the expanded-year ordering case, and add a separate case with only an ordinary future task.

The test still covers due-hint invalidation: the initial empty poll records an infinite hint, and both upserts invalidate it before the later poll can launch the task.

@gabrielelpidio, your separate background-agent sentence and paired evals address the routing failure directly. i preserved your implementation and both contributor commits, then merged github/main at 36dac688a17c without rebasing or force-pushing. the new head is b9aa2ca92e430bdd9479559f4505e5832958614d. no runtime or ui edits were added.

verification:

  • blacksmith vp run check:changed passed: format, lint, knip, graphql generation, affected typechecks, and 417 tests across the instruction delivery, context budget, and eval grader files.
  • ci finished with 32 passing checks and one failure: agent context budget. the log confirms exactly +39 bytes for both claude and codex. no labels were changed.
  • current main still contains the old routing wording. fresh sonnet reproduction and live delegate completion remain unverified: this vm has no anthropic api key or claude login, and the targeted eval exits asking for ANTHROPIC_API_KEY. the author's model results were not rerun. i kept the tested wording rather than make an unmeasured shortening.

this is waiting, not merge-ready: #27138 must land first, and a maintainer must accept the context-budget increase. the stack base was left intact.

review scope: macroscope's capacity/preview approval request and coderabbit's two minor findings concern changes inherited from main. git diff 36dac688a17c HEAD -- apps/web/src/components/chat/QueuedRunsControl.tsx .github/workflows/mobile-eas-preview-fork.yml is empty. the pdf queue preview and mutable expo action refs are recorded as known limits outside this routing fix; no unrelated changes were made.

Use \`delegate_task\` for another provider's model, user-asked settings, a separate checkout (\`isolation:"worktree"\`), background work, or \`delegate_task\` by name. A native type running another provider's model counts too. Workflow only when asked.

Preserve explicit delegate_task requests.

When the user explicitly requests delegate_task for an otherwise native-eligible child, this line no longer provides an exception. The immediate-base wording included or \delegate_task` by name`; this change removes it while retaining the native-first rule. The model can therefore launch a native agent instead of the requested tracked task. Keep the explicit exception, or state that an explicit user-selected tool overrides native eligibility. Assert the complete cross-provider rule.

includes on the prefix A native type on another provider's model also matches a reversed rule such as A native type on another provider's model does not count too. The rule's meaning is carried by the counts too. suffix, so this assertion would still pass if that suffix were reversed. Assert the full sentence:

Verified in a real dev environment

verified the codex path at b305e57a09eaad572e0f6bd0a48b7251370696f7 on linux, using the repo playwright dependency and /usr/bin/google-chrome against the real dev web app. installed with vp i, created the project and messages through the app, and used real codex gpt-6.1-sol parent and child turns through the local proxy. no mocks, fixtures, or seeded data.

  • ran github/main (c6ef3b46ebed34fbefa1706674fe5748254cee18) in a separate worktree first, then stopped its captured server pid before starting the pr server. the same background-agent request already passed on main with codex, so this is not a reproduction of the original claude failure.
  • on the pr, the background request called delegate_task with mode: "async". the parent ended its turn, the child appeared in lineage, completed real documentation research, and automatically woke the parent with its result. opening the child and returning to the parent worked.
  • an explicit request naming delegate_task started a second tracked child. a subsequent user message invoked task_cancel; the child reached terminal interrupted state. the parent then ran an ordinary git command without starting another agent or top-level thread. reloading preserved the conversation and task history.
  • blacksmith ran vp test run apps/server/src/provider/CodexDeveloperInstructions.test.ts: all 6 tests passed. the current head has 33 successful ci checks. no source changes or pushes were needed.

short runtime transcript, confirmed against the persisted state:

text
1main: delegate_task(codex, gpt-6.1-sol, async) -> running -> completed
2pr: delegate_task(codex, gpt-6.1-sol, async) -> running -> completed
3pr: explicit delegate_task -> running
4pr: task_cancel -> cancel_requested -> interrupted
5pr: git branch --show-current -> exit 0 (detached checkout)

command transcript

real codex background child completed and parent resumed

recording: background task completes, child opens, and navigation returns to the parent

Not verified

claude's original background native Agent regression remains unverified. the running app's provider catalog reports claude as unauthenticated; codex passed on both refs. these live codex results do not establish that the new wording fixes sonnet's routing. no live claude wording comparison or paid eval suite was run.

native desktop shell, ios/android clients, other providers, and remote/relay/tunnel connections were not exercised on this linux vm. uploaded video playback and seeking were checked in the t3 browser player.
