Problem

A managed Linux server update can fail when Tailscale Serve already listens on a specific address at the server's port. The candidate's implicit 0.0.0.0 bind fails with EADDRINUSE, preventing startup and causing the launcher to roll back an otherwise working loopback installation.

Change

Retry on 127.0.0.1 only when the implicit managed-service wildcard bind fails with EADDRINUSE. Explicit hosts and other errors still fail. Log the fallback after it listens, and propagate the effective host to connection discovery and persisted runtime metadata.

The fallback uses the existing loopback browser authentication policy and cookie naming. Browser sessions from a previous wildcard bind may require pairing again; direct LAN endpoints are no longer advertised while the server is loopback-only.

Scope and approval

Fixes pingdotgg/t3code#25161

Triaged bug via the automated issue flow: #25161. Scope is the startup bind conflict and its effective address metadata.

Verification

  • Red test on main: managed wildcard collision fails with EADDRINUSE; explicit-host control passes. After the fix, both focused tests pass (cd apps/server && vp test run src/server.test.ts). The explicit-host control asserts ServeError and EADDRINUSE.
  • vp run check:changed: format, lint, knip, GraphQL, affected typechecks and focused tests pass after merging current main.
  • Real server, Linux x64 / Node v26.12.1, isolated T3 home and managed-service IPC: a listener on a specific non-loopback IPv4 address makes the original server exit 1; the fixed server warns and listens on loopback beside it. The driver then sends SIGTERM.
  • Server-only change; the UI fixture matrix is empty.
  • Actual Tailscale Serve, the complete desktop update/rollback sequence, and macOS/Windows socket behavior were not exercised.

Evidence: runtime before/after transcript, focused test output, changed-file checks.

Reproduction drivers: before, explicit loopback control, after.

Implemented with Claude Opus 5.5 and reviewed with GPT-6.1 Sol and Claude Opus 5.5 through T3 Code's Codex and Claude harnesses.

Julius has taken over #25161 here, so I am stopping work on #25171 and handing over the evidence collected before this PR appeared.

On physical Linux corex with Node v26.12.1, a test listener on the actual Tailscale IPv4 address reproduced the baseline wildcard EADDRINUSE while loopback on the same port remained available. On our commit d1cb88e7468f49e6274cbbc7c6f488f0a9a2e47b, the listener fell back to 127.0.0.1, exposed the loopback config, and still rejected an explicit wildcard bind. A separate Node v24.22.1 run confirmed persisted state had a loopback host/origin and no private-network flag.

Four real-socket regression tests passed, covering a free wildcard, fallback, explicit-host failure, and occupied-loopback failure. vp run check:changed, all eight required GitHub checks, and an independent Codex review passed on that commit. These results apply to #25171, not this PR's head. I have not run tests on your branch.

Unproven: a full desktop-triggered update with actual Tailscale Serve, macOS/Windows behavior, and a direct regression test for other bind errors. #25171's PR body contains the reproduction and runtime transcript. No live service, Tailscale settings, or user database was changed.

Approvability

Verdict: Approved at 7219262

Macroscope's review found this PR approvable — This is a focused server-startup bug fix: managed services recover from a wildcard port collision by binding loopback, while explicit host configurations retain their existing behavior. The accompanying live tests cover both paths, and no broader product, schema, infrastructure, or static-analysis changes are included.

Walkthrough

When a private-network-only server cannot bind its configured host because the port is occupied, it retries on 127.0.0.1 and updates the provided configuration. Tests cover this fallback and the EADDRINUSE error when privateNetworkOnly is unset.

Changes: Managed server bind fallback

Layer / File(s)Summary
Listener fallback and validation
apps/server/src/server.ts, apps/server/src/server.test.ts
The listener retries on 127.0.0.1 after EADDRINUSE in private-network-only mode and provides configuration with the fallback host and privateNetworkOnly unset. Runtime-state creation reads ServerConfig from the Effect environment. Tests cover the fallback and the error when privateNetworkOnly is unset.

The description includes the required Problem, Change, Scope and approval, and Verification sections. It explains the behavior, links the triaged issue, reports focused tests and runtime verification, and identifies untested scenarios.

Full details: Linked Issues check

Explanation

Issue #25161 requires recovery from an implicit managed-service wildcard bind conflict. layerHttpServer retries on 127.0.0.1 only when privateNetworkOnly is set and the failure has code EADDRINUSE. Other errors propagate. The fallback updates ServerConfig, so downstream connection discovery uses the effective host. Persisted runtime state now reads that effective configuration. The fallback warning runs after the loopback layer starts. The added live tests cover the fallback and the explicit-host failure with EADDRINUSE.

Full details: Out of Scope Changes check

Explanation

The changes are limited to apps/server/src/server.ts and its binding tests. The server change implements the startup fallback, effective-host propagation, logging, and persisted metadata required by #25161. The exported layer supports focused testing. No unrelated product behavior is changed. The issue's separate desktop rollback-reason suggestion is outside the stated startup and address-metadata scope.

Add a runtime-state assertion in a server-level integration test.

The managed collision test exercises only layerHttpServer. It checks the bound address and the exposed host, but it does not run layerRuntimeState or publish persisted state. A regression at apps/server/src/server.ts:813 that uses the captured original configuration can therefore pass this test. The direct serverRuntimeState.test.ts cases test the helper with supplied configurations and do not cover this lookup.

Use a separate integration test for runtime-state publication. Assert the persisted loopback host and origin, and assert that privateNetworkOnly is absent after fallback.

Make the occupyNonLoopbackPort helper handle both missing interfaces and listen failures.

The helper throws when the host has no non-loopback IPv4 interface. Network-isolated hosts, such as CI sandboxes with only loopback, can hit this case. Both tests call the helper, so both tests fail and vp test run fails for the server package. Skip both tests when no suitable interface exists. Compute the address once at module level and use it as the skip condition.

The helper also attaches no error listener to blocker. If blocker.listen fails, Node emits an unhandled error event, and resume is never called. The test then fails through the unhandled error or waits until its timeout. Fail the acquisition on a listen error:

Replace the hand-written shape check in isAddressInUse with Predicate.hasProperty.

isAddressInUse narrows an unknown value with typeof, null, and in checks. The apps/server/** guideline says: "NEVER write your own helper functions like isRecord or isString, instead use the helpers from the Predicate module." Use Predicate.hasProperty for the shape check. Keep the EADDRINUSE comparison.
