fix(dev): import seed snapshots with peer preview migrations#25058
Problem
On the Freestyle dev seed, vp run dev --home-dir <isolated-dir> rejects the snapshot because preview migrations 68–70 occupy IDs now used by main. The runner then starts with empty state instead of the copied threads.
Change
Recognize the exact PeerLinks/PeerLinkFence/WaitingLinkRequestIndex migration tail in the private dev snapshot. Remove its obsolete preview schema and history transactionally before running main's migrations. The source stays read-only, and production migration validation is unchanged. Other divergent histories retain the existing checks.

Julius explicitly requested triage and authorized this focused bug fix and fix PR.
Verification
- Regression test committed before the fix: importing the preview-history seed failed with the same skipped-migrations error on main.
vp test run apps/server/scripts/migrate-dev-db.test.ts apps/server/src/persistence/Migrations.test.ts: 15 tests passed after integrating main.vp run check:changed: format, lint, both knip passes, GraphQL, affected typechecks, and adjacent tests all passed.- Linux fs-20, real dev runner, same read-only seed: before, migration failed and startup continued with a fresh database; after, migrations 68/69 applied and the server reached listening with 20 threads and 4,432 events in a 35.7 MB database.
- Two independent local reviews found no blocking findings; proof audit passed. No render paths changed, so the capture matrix is empty.

Approvability
Verdict: Approved at bbae9aa
Macroscope's review found this PR approvable — This is a focused dev-database import compatibility fix with a narrowly guarded, transactional cleanup for one known preview migration history. The added regression test covers the affected seed path, while production migration behavior and the source database remain unchanged.

Walkthrough
The dev database migration flow now removes a specific PeerLinks preview migration history before running migrations. A new test creates a source database with that history and verifies the imported thread family and destination schema objects.
Changes: Dev database migration recovery

apps/server/scripts/migrate-dev-db.tsBefore running migrations, the script checks whether migration records from slot 68 onward exactly match the three PeerLinks preview migrations. If they do, it transactionally drops the preview index and table and removes those records. Otherwise, it makes no changes. Test migration recovery during database import

The import path has no established data-loss defect, but its test does not verify removal of the preview table and index. Add those assertions to better protect this recovery path.

Explanation
Issue
#24323requires the dev seed to avoid rejection and empty-state startup. The change detects the exact preview migration tail68:PeerLinks,69:PeerLinkFence, and70:WaitingLinkRequestIndexin the copied snapshot, removes its preview schema and history in one transaction, and then runs main migrations. The regression test verifies that the import preserves the expected thread family and creates main migration schema objects. The source remains read-only during copying, and other migration histories retain the existing validation.
Full details: Out of Scope Changes check
Explanation
The changes are limited to the dev database importer and its regression test. The helper directly supports issue
#24323by handling the identified preview-history divergence. The test validates the import result and main schema. No unrelated production migration behavior or unrelated files changed.
