Closes #23885

Problem

At startup the thread pull request sweep looks up every thread branch, up to 32 at once, and repeats every minute. On Bitbucket each lookup is its own listPullRequests call. GitHub requests share a concurrency cap and a host-wide pause after a 429, but BitbucketApi sent every request straight out. So once Bitbucket answered 429, every queued lookup still went out and got its own 429, which kept the quota spent.

Fix

Every Bitbucket request (executeJson and request in BitbucketApi) now:

  • waits for one of 4 shared request slots
  • checks the host-wide pause in SourceControlRateLimit, the service GitHub's request policy uses, keyed under bitbucket.org like PullRequestService's own backoff. A 429 starts the pause, using Retry-After when Bitbucket sends it and otherwise the shared backoff (30s, doubling up to 15 min). The first success after the pause ends resets the backoff.
  • while paused, background reads fail at once with SourceControlRateLimitPausedError and send nothing. Writes (anything but GET) and reads marked SourceControlRateLimit.Interactive still go out, so a user's own action isn't blocked by the background sync.

GitManager runs resolvePullRequest, preparePullRequestThread and runStackedAction with SourceControlRateLimit.Interactive. SourceControlRepositoryService.lookupRepository does the same. These are only reached from user requests (WebSocket, git workflow, MCP project clone), so their Bitbucket reads (looking up or checking out a PR, the PR step of a git action, looking up a repository to add or clone) still go out during a pause.

bitbucketProviderFailure maps the paused error to rate-limited with its retryAt, so the pull request service and sync reactor back off the same way they do for a 429.

Evidence

Linux, corex. Dev server (vp run dev with T3CODE_DEV_SEED=0, so the worktree's own empty state) with 20 threads, each on its own branch (feature/search-01, feature/task-02 … feature/task-20, all with upstreams) in a repo whose remote is git@bitbucket.org:acme/web.git. T3CODE_BITBUCKET_API_BASE_URL points at a local fake Bitbucket that answers every call with HTTP 429 and lists each request it gets. Same fixture for both runs; times are since the fake started, just before the server.

Part of the thread list:

test threads

Before (main): all 20 branches looked up within a second of startup, every one 429, then the burst repeats each minute. 61 requests in under 3 minutes.

before

Requests per second, from the fake's log:

100:07 8 requests
200:08 12 requests
300:36 1 request
400:43 1 request
501:08 19 requests
601:44 1 request
702:09 19 requests

After (this PR): each sweep sends only the 4 lookups already holding a slot when the first 429 lands; the other 16 fail at once on the pause and send nothing. As the backoff doubles (30s, 60s, 120s), sweeps start skipping Bitbucket entirely: nothing at 03:15. Full log from this PR's build:

100:11 # 1 GET /2.0/repositories/acme/web/pullrequests (feature/task-14) -> 429

Against real Bitbucket

Same setup, but T3CODE_BITBUCKET_API_BASE_URL points at a local proxy that forwards every request to api.bitbucket.org and logs Bitbucket's answer. A throwaway private repo held the 20 branches, 2 of them with open PRs, and T3 used a repository access token for it. The repo and token have since been deleted. Each run lasted 4 minutes.

To get real 429s, I used up the token's quota with plain curl right before each run. Bitbucket reports a limit of 1000 per hour, but it started answering again within about a minute. Its 429 has no Retry-After header, so this branch falls back to its own 30 s backoff.

mainthis PR
Requests sent into the 42930 (every PR lookup and detail read, all within 1 s)4 (one per slot), then the rest wait locally
Next request to Bitbucket60 s later60 s later
Requests in 4 min8468

With quota left, both versions found both PRs. Main sent all 20 lookups in the first second, and this PR spread them over about 15 s.

Tests

  • apps/server/src/sourceControl/BitbucketApi.test.ts: after a 429 with retry-after: 60, a background read is refused without a request, with retryAt 60s and host bitbucket.org. An interactive read and a POST still go out and don't end the pause. It still refuses at 59s and sends again at 60s. A sweep over 12 branches never has more than 4 requests in flight. Both fail on main.
  • BitbucketPullRequestProvider.test.ts: a paused request maps to rate-limited with its retryAt.

Not covered on a device: a user action going through during the pause. The fake answers 429 to everything, and real Bitbucket's pause was too short to catch one. The BitbucketApi test covers it: interactive reads and writes still go out during a pause.

📝 Walkthrough

Bitbucket API requests now use shared host-level rate limiting and a four-request concurrency limit. Interactive operations and non-GET requests can proceed during a host pause. Paused errors map to rate-limited provider failures.

Explanation

The title "fix(bitbucket): stop the startup sweep from flooding Bitbucket with 429s" is a conventional commit that names the main change. The changeset adds a shared concurrency cap of four and a host-wide rate-limit pause to Bitbucket requests, which targets the startup sweep's burst of 429 responses. The title is specific and concise and matches the main objective.

Full details: Description check

Explanation

The description follows the template. It has Problem, Fix (Change), Evidence (Verification), and Tests sections, and it names the issue (#23885). The Problem and Fix sections are clear. The Verification content is detailed, with before/after logs and a real-Bitbucket comparison. The Scope and approval section is missing. The template asks for a linked triaged issue or maintainer-approved discussion, or an explanation for a small fix. The description links issue #23885 but does not state whether a maintainer approved the scope. The description also omits the agent model/harness line in the form the template requests, although it does name Claude Code and a model. The PR is mostly complete, so the check passes, but the approval link should be confirmed.

Full details: Linked Issues check

Explanation

Issue #23885 requires three things: host-wide backoff for Bitbucket background reads after a 429, a limit on the startup sweep burst, and user actions that still succeed during a background pause. The whole-PR summary shows the following. BitbucketApi.ts routes both executeJson and request through a wrapper. The wrapper limits concurrency to 4 slots and checks the shared SourceControlRateLimit policy under bitbucket.org. A 429 starts the pause, using Retry-After when present and otherwise a 30s backoff that doubles up to 15 min. Paused background GETs fail with SourceControlRateLimitPausedError and send no request. Interactive reads and non-GET requests still go out. GitManager (resolvePullRequest, preparePullRequestThread, runStackedAction) and SourceControlRepositoryService.lookupRepository provide SourceControlRateLimit.Interactive. bitbucketProviderFailure maps the paused error to rate-limited and keeps retryAt. BitbucketApi.test.ts covers pause timing, interactive and POST bypass, and a 4-request in-flight cap across a 12-branch sweep. BitbucketPullRequestProvider.test.ts covers the rate-limited mapping. The PR description reports these API tests fail on main. This verdict relies on the whole-PR summary and the PR description; I did not read the source hunks directly.

Full details: Out of Scope Changes check

Explanation

Every changed area maps to issue #23885. The changes are: the Bitbucket request throttling and pause logic in BitbucketApi.ts; the matching test additions; the rate-limit layer wiring in builtInDrivers.ts; the paused-error mapping in BitbucketPullRequestProvider.ts and its test; and the Interactive flag on user-initiated GitManager and repository-lookup operations. These flags exist so user actions bypass the background pause, which the issue requests. The BitbucketApiError widening only adds the shared paused-error type. No unrelated product or provider changes appear in the summary. This verdict relies on the whole-PR summary; I did not read the source hunks directly.

Assert that the background request remains paused before advancing the clock.

The test checks the pause only before the interactive GET and POST. It then advances past retryAt before issuing another background GET. A caller regression that clears the host-wide pause after either success would therefore pass this test. Add a background lookup and pause assertion before advancing the clock.

🟠 High server/BitbucketApi.ts:699

User-initiated Bitbucket PR checks and checkouts fail with a paused error after a 429, even when Bitbucket could accept the requests. GitManager.preparePullRequestThread reaches GET-based provider methods without SourceControlRateLimit.Interactive, so this check treats them as background reads; mark those user-action paths interactive.

Fixed in cc1a0279cc. resolvePullRequest, preparePullRequestThread and runStackedAction are only reached from user requests, so GitManager now runs them with SourceControlRateLimit.Interactive, and their Bitbucket reads go through a background pause. New test in GitManager.test.ts checks the provider sees the lookup as interactive; it fails without the change.

Propagate interactivity through the pull-request detail action.

Opening the detail panel starts the pullRequests.activity(input) WebSocket request. withRateLimitBackoff marks getChangeRequestActivity as background, so its protect(...) check rejects the request while the host is paused.

The comments GET is not reached because protect(...) fails before the provider effect runs. The user-facing read still fails during a pause. Do not mark getChangeRequestActivity interactive for every caller because PullRequestWatchReactor.readGroup uses the same service methods from a background path.

Propagate an action-only interactive context from the detail and activity WebSocket routes. Keep the watcher and startup reads background-marked.

Not changing this here. PullRequestService already treats getChangeRequestActivity (and the other panel reads) as background for every provider: the same refusal happens during a GitHub pause on main. The client also re-reads these on focus, on visibility changes and on a timer, so marking the detail and activity routes interactive would let that polling skip the pause, the kind of quota drain this PR fixes. On main, the same request during an exhausted quota gets a 429 from Bitbucket anyway. Whether opening the panel should count as a user action is a PullRequestService design question for its own change.

@shivamhwp Agreed. My suggestion did not distinguish explicit panel opens from automatic refreshes. Marking both routes interactive would let those refreshes bypass the pause and undermine this PR’s goal.

I withdraw this finding. Keep the existing background behavior here. Any distinction between explicit panel opens and automatic refreshes belongs in a separate PullRequestService change.

Would you like a follow-up issue for that design question?

Cover the interactive provider reads in both remaining workflows.

preparePullRequestThread reads the pull request through getChangeRequest, and runStackedAction is marked interactive for its provider-boundary operations. Add focused assertions that each workflow supplies Interactive: true, so both user actions remain available during a host pause. This is required by the repository rule that backend behavior changes ship with focused tests.

@coderabbitai On the GitManager test nitpick: resolvePullRequest, preparePullRequestThread and runStackedAction all get interactivity from the same asUserAction wrapper. The behavioral test sets up a real pause and shows a user lookup succeeding while background reads stay refused. Repeating it for the other two would test the same wrapper again on much heavier repo setups, so I'm leaving it at one.

apps/server/src/pullRequest/PullRequestService.ts:456 🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Preserve the outer interactive context in withRateLimitBackoff.

resolvePullRequest runs with Interactive=true, but getChangeRequest uses wrap, whose default is false. The wrapper therefore checks the rate-limit pause without allowPaused and returns rate-limited before the provider lookup runs. Read the outer context in this shared wrapper and use the effective value for both the pause check and the provider service. This preserves false for background calls and allows interactive lookups during a pause.
