Please make this reusable Effect operation a named Effect.fn so it has a tracing boundary, consistent with exitIfShutdownStalled.

Done in 91e08f662c: startWaitingForShutdown is now Effect.fn("desktop.lifecycle.startWaitingForShutdown"). It also reads Clock.monotonicTimeNanos now, so a wall-clock jump can't change the 10 s threshold.

🎯 Functional Correctness | 🟑 Minor | ⚑ Quick win

Use a monotonic clock for the stall threshold.

If the system clock moves backward during a pending shutdown, pendingMs can stay below 10 seconds after 10 seconds have elapsed. Later Quit and SIGTERM attempts then remain ignored until wall-clock time catches up. Clock.currentTimeMillis reads wall-clock time; measure this interval with a monotonic clock instead. Fixed in 91e08f662c: both readings now use Clock.monotonicTimeNanos.

@shivamhwp Both readings now use Clock.monotonicTimeNanos in the supplied code. This fixes the wall-clock concern and preserves the 10-second threshold.
