Change

Labeling a same-repository PR relay:preview deploys Alchemy stage pr-<n> (.github/workflows/relay-preview.yml). The job runs PR code with account credentials, so it waits for approval in the relay-preview environment. It re-checks that the PR is still open and labeled before deploying. Fork PRs are skipped.

Removing the label or closing the PR runs alchemy destroy for the stage (.github/workflows/relay-preview-cleanup.yml). That workflow runs from the default branch under pull_request_target, so no PR code runs and no approval is needed.

Managed endpoint tunnels and their CNAMEs are created by the Worker at runtime and Alchemy does not track them. PreviewTunnelSweep (infra/relay/src/previewTunnelSweep.ts) is a stack resource, present only on pr-<n> stages. Its delete removes the stage's tunnels and CNAMEs during alchemy destroy. It depends on the Worker, so it runs before the Worker is deleted. A live Worker could create a tunnel in that gap; that window is accepted.

A nightly job destroys stages of closed labeled PRs, one matrix job per PR in the same concurrency group as that PR's deploys. Each job rechecks that the PR is still closed and unlabeled first. Listing is paginated, and a failed listing fails the job.

previewStages.ts holds the matching rules. A stage pr-4 never matches tunnels of pr-42.

Scope and approval

Requested by the maintainer (Julius Marminge) in the T3 Code thread for this change.

Setup outside this PR, already done: the relay:preview label, the relay-preview environment with the ping-devs reviewer rule, the relay-preview-cleanup environment with no reviewers, and both environments' secrets and variables.

Verification

Focused checks run locally on the changed files:

 • vp lint on the four changed relay TypeScript files: clean.
 • vp run typecheck in infra/relay: 0 errors.
 • vp test run src/previewStages.test.ts: 4 of 4 pass.
 • The sweep listing block was run under bash -e against stub gh commands: a failing listing exits 1, and a full page exits 1 at the limit.

Not yet verified against live Cloudflare or PlanetScale. The first real run should be a throwaway PR: label it, approve the deploy, confirm the pr-<n> stage and its PlanetScale branch, then close it and confirm teardown.

When gh pr list fails, this job exits successfully without attempting any stage teardown, leaving closed relay:preview stages behind. The command substitution's failure is ignored in the for list, so failed stays 0; capture and check the PR list before iterating.

🟠 High workflows/relay-preview-cleanup.yml:136

The nightly sweep can destroy a newly redeployed preview for a reopened PR, including its database branch. It runs in the relay-preview-sweep concurrency group, which does not serialize with that PR’s deployment group, and the loop destroys the previously listed stage without rechecking whether the PR is still closed and labeled. Run each teardown under the same per-PR lock as deployments and recheck eligibility after acquiring it.

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval — This PR adds a new PR-code deployment path using cloud credentials and destructive preview-stage cleanup across infrastructure services. The security and teardown-integrity concerns, together with the production infrastructure scope, require human review.

📝 Walkthrough

Same-repository pull requests labeled relay:preview can deploy PR-specific relay stages. Cleanup workflows destroy stages after label removal or pull request closure, and retry teardown for closed labeled pull requests. Relay infrastructure selects and removes matching Cloudflare tunnels and DNS records.

Changes: Relay preview lifecycle

Preview-stage helpers validate stages and match tunnel and record names. The sweep selects matching tunnels and DNS records, deletes selected records, then removes tunnel connections and tunnels. The relay stack creates the sweep resource for preview stages. Tests cover matching, target selection, and sweep responses.
PR and closed-stage cleanup
.github/workflows/relay-preview-cleanup.yml
The workflow destroys a stage after label removal or pull request closure. Scheduled and manual runs list closed labeled pull requests, check their state, and destroy eligible stages.

Explanation

The title "ci(relay): deploy labeled PRs to relay preview stages" follows conventional commit format and matches the main change. The PR adds a workflow that deploys an Alchemy stage pr-<n> when a same-repository PR gets the relay:preview label. The title omits the cleanup path, but the description covers that as a secondary part of the same feature.

Full details: Description check

Explanation

The description follows the template's Change and Scope and approval sections, and its Verification section lists specific commands with observed results. It explains the approval gate, the cleanup path, and the accepted race window. It also states that live Cloudflare and PlanetScale checks are pending. The Problem section is absent, and the author did not state the problem being solved in a sentence or two. The Scope section cites the maintainer request and the setup already in place, but it does not link the thread or a comment that shows approval.

Process every closed preview PR in the scheduled retry.

If more than 200 closed PRs retain relay:preview, --limit 200 omits some of them on every run. An omitted PR whose teardown failed never receives the scheduled retry. Paginate the candidates instead of applying a fixed limit. (cli.github.com)

14### Using environments to manually trigger workflow jobs
15
16If you want to manually trigger a specific job in a workflow, you can use an environment that requires approval from a specific team or user. First, configure an environment with required reviewers. For more information, see Managing environments for deployment. Then, reference the environment name in a job in your workflow using the `environment:` key. Any job referencing the environment will not run until at least one reviewer approves the job.
17
18For example, the following workflow will run whenever there is a push to main. The `build` job will always run. The `publish` job will only run after the `build` job successfully completes (due to `needs: [build]`) and after all of the rules (including required reviewers) for the environment called `production` pass (due to `environment: production`).

50
Securely using pull_request_target - GitHub Docs

51<location>https://docs.github.com/en/actions/reference/security/securely-using-pull_request_target</location>
52<excerpt>citeturn0search3 [wordlim: 200] Crawled: last week; The `pull_request` event (along with `pull_request_review` and `pull_request_review_comment`) is unusual: it runs the workflow file from the merge commit of the pull request. ... For example, an `issue_comment` or `workflow_run` workflow that fetches and runs a fork's pull request code is vulnerable in the same way. ... Workflows triggered by this event should not check out, build, or run code from an untrusted pull request with access to repository secrets or a privileged `GITHUB_TOKEN`. ... If self-hosted runners are used, you must confirm that the runner environment is properly restricted from internal resources and is not reused across GitHub Actions runs.
53
54To understand why this is safe by default, and how that safety is commonly broken, review `pull_request_target` against `pull_request`.
55
56The `pull_request` event (along with `pull_request_review` and `pull_request_review_comment`) is unusual: it runs the workflow file from the merge commit of the pull request. For a pull request opened from a fork, that commit is controlled by someone without write access to the base repository. To run untrusted workflow code safely, GitHub restricts these events to a read-only `GITHUB_TOKEN`, withholds access to other secrets, and applies fork approval policies to prevent compute abuse. By default, `actions/checkout` in a `pull_request` workflow also checks out the pull request's merge commit, so the code checked out and the workflow that runs are consistent.
57
58`pull_request_target` makes one critical and subtle change: the workflow, and any subsequent `actions/checkout` call that does not specify a `ref`, is taken from the base repository's default branch, not from the pull request.
59While the policy is in evaluate mode, review your policy insights to identify workflows that use `pull_request_target` and would be blocked when the policy is enforced.
60
61For each affected workflow, decide whether `pull_request_target` is still required:
62
63 * If the workflow does not need `pull_request_target`, update it to use a safer event where appropriate, such as `pull_request`.
64 * If the workflow must continue to use `pull_request_target`, create or update an applicable Actions event policy that explicitly allows `pull_request_target`.
65 * If you do not want to allow `pull_request_target`, leave the default policy in place. After enforcement, GitHub will block workflows triggered by that event.
66
67Warning
68
69Only allow `pull_request_target` when it is necessary. Workflows triggered by this event should not check out, build, or run code from an untrusted pull request with access to repository secrets or a privileged `GITHUB_TOKEN`.
70
71For more information about configuring event policies and viewing insights, see Governing execution of GitHub Actions workflows. To manage policies programmatically, see REST API endpoints for GitHub Actions policies.
72
73## Deciding whether to use `pull_request_target`
74
75Some workflows need to check out fork pull request code with elevated trust, and this is why `pull_request_target` was created in the first place. For example, generating coverage reports that require a private artifact registry or producing and running authenticated checks against the changes introduced from the pull request. Consider the questions below before using `pull_request_target` or opting into the `allow-unsafe-pr-checkout` flag in `actions/checkout`.
76
77 * Can you use `pull_request` instead? `pull_request` triggers on the same events as `pull_request_target` and runs the workflow code from the `pull_request` merge branch. It does this safely on pull requests from forks with the protections detailed above. If additional secret access is not needed, use `pull_request`. More complex workflows can be restructured to separate potentially dangerous handling of pull request code from accessing secrets. For more information, see Preventing pwn requests from the GitHub Security Lab.

137# Reusing workflow configurations
138
139Find information about avoiding duplication when creating a workflow by reusing existing workflows and using YAML anchors and aliases.
140
141## Reusable workflows
142
143This article provides reference information for reusable workflows and workflow templates, including access rules, limitations, supported keywords, and runner behavior.
144
145You can centralize deterministic, repeatable logic in reusable workflows, and use agentic workflows for tasks that require contextual judgment about your repository's content such as analysis, summaries, and recommendations. For more information, see Creating GitHub Agentic Workflows.
146
147### Access to reusable workflows
148
149A reusable workflow can be used by another workflow if any of the following is true:
150
151 * Both workflows are in the same repository.
152 * The called workflow is stored in a public repository, and your organization allows you to use public reusable workflows.
153 * The called workflow is stored in a private repository and the settings for that repository allow it to be accessed.
154 * To reuse variables in multiple workflows, set them at the organization, repository, or environment levels and reference them using the `vars` context. For more information, see Store information in variables and Contexts reference.
155
156 * Reusable workflows are called directly within a job, and not from within a job step. You cannot, therefore, use `GITHUB_ENV` to pass values to job steps in the caller workflow.
157
158### Supported keywords for jobs that call a reusable workflow
159
160When you call a reusable workflow, you can only use the following keywords in the job containing the call:
161
162 * `jobs.<job_id>.name`
163
164 * `jobs.<job_id>.uses`
165
166 * `jobs.<job_id>.with`
167
168 * `jobs.<job_id>.with.<input_id>`
169
170 * `jobs.<job_id>.secrets`
171
172 * `jobs.<job_id>.secrets.<secret_id>`
173
174 * `jobs.<job_id>.secrets.inherit`
175
176 * `jobs.<job_id>.strategy`
177
178 * `jobs.<job_id>.needs`
179
180 * `jobs.<job_id>.if`

Keep PR-editable workflows away from repository deployment secrets.

This workflow checks out and runs the pull request's code. If a same-repository contributor can edit the workflow, they can remove environment: relay-preview and bypass the required approval while retaining access to the documented repository-scoped Cloudflare, PlanetScale, and Axiom secrets. The fork check does not prevent this path.

Move the credentials used by this job to relay-preview environment secrets, and retain the environment gate.

Delete stage-owned CNAMEs after their tunnel is gone.

ManagedEndpointProvider.release can delete a tunnel without deleting its DNS record. The sweep then excludes that orphan because its tunnel ID is absent from tunnelIds, so it can persist across later runs.

Keep the exact stage-specific record-name check. Replace the live-tunnel-ID requirement with validation that the CNAME target is a valid *.cfargotunnel.com target. Do not match the target suffix alone, because the record name is required to establish stage ownership.

A manual dispatch from a PR branch checks out that branch, so the sweep runs its destroy program with the cleanup job's Cloudflare, PlanetScale, Axiom, and Clerk secrets. Pin this checkout to github.event.repository.default_branch and restrict manual dispatch to trusted workflow refs to preserve the cleanup trust boundary.

A failed teardown triggered by removing relay:preview is never retried after the PR closes: the nightly query filters on the current label, which the PR no longer has, leaving its pr-N resources allocated. Include previously provisioned, unlabeled stages in the sweep inventory.

.github/workflows/relay-preview-cleanup.yml:122-123 🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Report gh pr list failures in the sweep.

If gh pr list fails, the command substitution produces an empty loop input. The loop performs no teardown, leaves failed=0, and exits successfully. A later scheduled sweep may retry, but this run misses cleanup and hides the enumeration failure.

Capture the result before the loop so the default Bash error handling fails the step:

🟡 Medium workflows/relay-preview-cleanup.yml:21

A closed event without relay:preview can cancel a queued teardown for the same PR, leaving its deployed stage behind. Both events use the same concurrency group, and cancel-in-progress: false still lets a new run replace the existing pending run; the closed-event job then skips because the label is absent, and the nightly sweep excludes that PR. Give the events separate groups so the ineligible close run cannot replace the teardown.

Allow closed PRs through the scheduled cleanup

The list job selects closed pull requests that still have relay:preview. The eligibility filter then requires that label to be absent, so every listed candidate is rejected.

gh pr view --json state reports merged pull requests as MERGED, while the issues endpoint includes them in state=closed. The CLOSED check rejects those candidates as well.

Use the closed-state check without the label condition:

Retain a retry marker when unlabeled cleanup fails.

If alchemy destroy fails during an unlabeled event, the relay:preview label is already absent, so the failed stage has no scheduled retry. A later close event also skips cleanup because its job condition requires that label. Manual dispatch uses the same closed-and-labeled query and accepts no PR number, so it cannot directly recover this stage. Re-labeling alone does not trigger this workflow.

Persist failed unlabeled teardowns separately, or add a manual PR-number recovery path that bypasses the label filter while retaining the PR-state safety check.
