fix(server): allow background native subagents to delegate after root completion#23553
Problem
A native Claude background subagent can keep working after its root turn completes, but its inherited delegate_task call fails with parent_not_active. Reproduced on Linux by launching a background Agent, ending the root turn, then delegating to Codex after a 20-second delay.
Change
Allow delegation to attach to the latest settled run while a native background subagent from the calling provider remains pending. Recheck this condition in the orchestrator, preserving provider ownership, parent-node validation, and the Stop barrier. Reuse the existing completion cohort to deliver the child result to the parent.
Scope and approval
Fixes #16808
Triaged bug via the automated issue flow. Scope is delegation from live native background work after the root settles.
Verification
- Red first: the new MCP regression test fails with
parent_not_activeon main. The integration test also fails if either admission-layer fix is removed. - 296 server tests passed across the MCP, delegated completion, thread stop, and orchestrator read suites; 1,015 shared-package tests passed.
- Server and shared-package typechecks passed. Targeted formatting and lint passed, with one pre-existing unused-variable warning outside the changed lines.
- Two independent reviewers (GPT-6.1 Sol and Claude Opus 5.5) returned
MERGE; proof audit returnedSUFFICIENT.

| Real server, Claude native background Agent β Codex | Runtime transcript: root completed, delayed call rejected, no task created | Runtime transcript: root completed at 10:35:06, delegation accepted at 10:35:32, Codex returned OK, and the parent received it |
The after transcript and read-only database inspection confirm exactly one app-owned task attached to the settled parent run and root, with completion delivery marked delivered. The separate native-subagent notification arrives afterward. Verification used an isolated development server and the web client on Ubuntu Linux x64, Claude Opus 5.5 and Codex GPT-6.1 Sol. This server-only change has an empty render fixture matrix; no screenshots apply. No client contracts or provider adapters changed. Reconnect was inspected in code rather than exercised live.
Implemented with Claude Opus 5.5 through the Claude harness; led and reviewed with GPT-6.1 Sol through the Codex harness in T3 Code.

Approvability
Verdict: Approved at 5b55bf6
Macroscope's review found this PR approvable β This is a focused orchestration bug fix that permits native background subagents to delegate after the parent run settles, while retaining strict provider, thread, and latest-run checks. Added unit and integration coverage exercises both delegation and completion delivery; no product defaults or static-analysis overrides are changed.

π Walkthrough
Delegated tasks can now use a settled latest run when its thread still has pending native background subagent work. The change updates shared pending-work checks, MCP run selection, orchestration eligibility, and unit and integration tests.

Explanation
Issue [
#16808] requiresdelegate_taskfrom live native background work after the root run settles. The change addshasPendingBackgroundSubagentwith provider-instance matching.isLiveCallerShellaccepts the caller when that matching work remains pending.delegateTaskselects the latest settled run, and the orchestrator rechecks the shell, provider, latest-run, and pending-work conditions. The reported MCP regression and integration tests cover admission and delegated completion delivery through the existing cohort. The provider-switch and parent-side variants are separate cases and are not required by [#16808].
Full details: Out of Scope Changes check
Explanation
The changes stay within [
#16808]. The shared predicate, MCP admission update, orchestrator recheck, and completion-cohort test coverage support the requested delegation behavior. The test harness refactor supports the new integration case. Removing the unusedisActiveRunexport is a local cleanup with no unrelated behavior. No client contract, provider adapter, or UI change is present in the supplied change summary.

430-516: π― Functional Correctness | π΅ Trivial | β‘ Quick winAdd a competing settled run to this integration fixture.
The fixture creates only one parent run, so it cannot detect a regression where
backgroundSubagentRunselects an older settled run instead ofshell.latestRunId. Create a second settled run, keep the pending native subagent on the latest run, and assert the delegated task and completion delivery belong to that run. The existingtask.runIdassertion then protects the latest-run contract. The orchestrator rejects an older run, so this change makes that regression observable.π€ Prompt for AI Agents

Reviewed the optional competing-run fixture suggestion. Keeping the focused regression: backgroundSubagentRun selects by exact shell.latestRunId equality, and the orchestrator independently rejects nonlatest settled runs. The integration test verifies the reported settled-parent failure, run/root attachment, and completion claiming; the real-runtime transcript verifies delivery. A second settled run would strengthen coverage but does not address a confirmed defect.
