fix(web): usage-limit retry notice shows the timezone#23029
Problem
The usage-limit retry notice omitted its timezone, making it look inconsistent with Claude's timezone-labelled reset message when viewing a remote host from another zone. Reported in #23018.
Change
Append the viewer's IANA timezone to the retry notice on web, desktop, and native mobile, preserving each client's existing time format. The timestamp already crosses the wire as an ISO instant; no contract or server change is needed.
Use the same current zone for the web time and label, including its formatter cache and numeric date, so changing the device timezone during an open session cannot attach a new zone to stale clock text. Other timestamp callers keep their existing behavior. Recovery banner/card labels are an unchanged, pre-existing consistency gap outside this retry-notice fix.
Scope and approval
Fixes #23018
Triaged bug via the automated issue flow. The GitCafe mirror is #23018, with the same issue number. This is a focused correction to an existing notice; it introduces no new workflow, setting, or server behavior.

Walkthrough
Usage-limit retry times with a reset time now include the viewer’s local time-zone name in web and mobile interfaces. Web timestamp formatting accepts an optional time zone and uses it for timestamp and calendar-day formatting. Tests cover time-zone-specific labels and browser time-zone changes.

Explanation
[
#23018] requires the usage-limit retry notice to include the viewer's timezone. Per the whole-PR summary, TimelineWorkEntryRow.tsx appends the resolved IANA zone to the web notice and passes that zone to timestamp formatting. thread-work-log.tsx applies the same label to the native mobile notice. Since the previous reviewed head (74b9840f25), only apps/web/src/timestampFormat.ts and the new apps/web/src/timestampFormat.test.ts changed, so the earlier evidence for the notice call sites still holds. The incremental change makes timestampFormat.ts build the time with the supplied zone, include the zone in the formatter cache key, and compute yesterday/tomorrow and the numeric-date year from calendar days in that zone. The new test checks these classifications in America/New_York. The browser test file and the web and mobile typechecks were reported at 74b9840f25, not at the current head. I did not run them. The source evidence supports the requirement, and no open coding requirement remains.
Full details: Out of Scope Changes check
Explanation
The incremental change touches only timestampFormat.ts, a refactor of day-difference math to use zone-aware calendar-day indexes, and adds timestampFormat.test.ts. Both support the zone-labelled retry notice. The notice's relative day words and numeric date must use the same zone as its time label. Callers that pass no zone keep the same result. Their local calendar-day comparison yields the same whole-day difference as the previous Math.round over local-midnight timestamps. The whole-PR diff has no server, contract, workflow, or recovery-label changes beyond the stated scope. The PR description states that the fix diff remains 'the same four files'. The head now changes five files, including the new test file. This is a stale description, not an out-of-scope code change.

Compare calendar dates in the supplied time zone.
When timeZone differs from the host zone, sameYear uses host-local dates while the formatter uses timeZone. The relative-day comparisons in formatDayAwareTimestamp and formatUpcomingTimestamp have the same mismatch. For example, with a UTC host, July 1 at 23:30 UTC and July 2 at 00:30 UTC are both July 1 in New York, but formatUpcomingTimestamp says “tomorrow.” Derive the year and day comparisons in timeZone before selecting the date format or relative label.

✅ Confirmed as addressed by @juliusmarminge
Fixed in c1208767347: relative-day and same-year checks now read the calendar day in the given time zone (calendarDay in timestampFormat.ts), with a unit test that fails on the previous head under a UTC host.
@juliusmarminge The supplied code confirms that both functions use calendarDay in the supplied timeZone for relative-day and same-year checks. This addresses the reported mismatch.
