fix(server): fall back when the recorded PR base is unavailable remotely#22942

Problem

Create PR accepts a recorded worktree base that exists only locally, then sends that branch name to the forge. In #22920, the child pushes successfully but GitHub rejects the unpublished parent with base invalid.

Change

Validate recorded bases against remote-tracking refs before using them. If the base is unavailable, follow the existing provider-default / remote-default / main fallback and show the missing base in progress and the completion toast. Resolve the target repository for fork PRs so a parent published on the target remains valid when the child is on a fork; retain existing head selection and explicit remote bases. Validation adds no forge calls or fetches.

Scope and approval

Fixes #22920 GitCafe: https://git.cafe/pingdotgg/t3code/issues/22920 Triaged bug via the automated issue flow.

Validation:

 • Tests first against the unchanged resolver: 3 failed, 104 passed; the local-only parent was returned instead of main.
 • vp test run apps/server/src/git/GitManager.test.ts: 134 passed. Cases include a published parent, absent key, deletion followed by fetch --prune, fork targets, non-origin remotes, target aliases, narrow refspecs, existing PR lookup, and bound GitCafe contexts.
 • Literal-clone before/after proof: 2 passed before and 2 passed after.
 • vp run check:changed: format, lint, knip, server GraphQL, scoped typecheck, and the touched test file all passed.
 • Independent code review: GPT-6.1-Sol MERGE; Claude Opus 5.5 MERGE.
 • Independent evidence audits: GPT-6.1-Sol SUFFICIENT; Claude Opus 5.5 SUFFICIENT. Both independently reran all 134 tests successfully.

Verification

Before/after proof runs through GitManager with a local bare origin and an actual clone: main is pushed, parent has an unpublished commit, child is created from parent and pushed. The bare remote advertises only main and child. Both manual branch.child.gh-merge-base=parent and T3's createWorktree(baseRefName: parent) reproduce the behavior.

text
1Before (main baseline):
2 result.pr.baseBranch = parent
3 generatedBase = parent
4 create request: --base parent --head child
5 commit summary: Child commit
6
7After (this branch):
8 result.pr.baseBranch = main
9 generatedBase = main
10 create request: --base main --head child
11 commit summary: Child commit + Parent commit
12 progress and final toast:
13 Base origin/parent is unavailable in this checkout. Using default branch main.

Remote-tracking refs are a local cache: a deleted branch can remain accepted until fetch/prune, and an unfetched branch can cause fallback. The notice describes availability in this checkout.

Implemented with GPT-6.1-Sol through the Codex harness; reviewed with GPT-6.1-Sol and Claude Opus 5.5 through T3 Code delegated agents.

Focused recovery verification (fs-08)

Recovered the optional provider-detection failure in GitManager.resolvePrBase. Catch only SourceControlProviderError from the optional handle lookup, retain the published remote as the validation candidate, and skip target discovery without a handle. Git discovery and ref-validation errors remain outside the catch.

Repair commit: 54ced37fb2.

 • Failing before the repair: both new Create PR real-repo cases failed with SourceControlProviderError / detectProvider against the unchanged resolver (2 failed, 137 skipped).
 • Passing after: both cases pass with a non-origin publication remote, publish. Assertions cover PR base/head, generated commit range and patch, create arguments, and missing-base progress/toast.
 • vp run check:changed c4de3ab8616aad8c03d0f104cef8dc1f64c9306c: formatting, targeted lint, knip, server GraphQL, scoped typechecking (2 packages), and all 139 GitManager tests passed.

Runtime transcript from GitManager's Create PR harness (real Git repositories and bare remote; forge and text generation are boundary fakes):

text
1Optional provider handle lookup: SourceControlProviderError / detectProvider
2
3Unpublished parent:
4 bare publish remote heads: child, main
5 PR result: created, base=main, head=child
6 generated base: main
7 commit summary: Child commit + Parent commit
8 create request: pr create --base main --head child --title Child PR
9 progress/toast: Base publish/parent is unavailable in this checkout. Using default branch main.
10
11Published parent:
12 bare publish remote heads: child, main, parent
13 PR result: created, base=parent, head=child
14 generated base: parent
15 commit summary: Child commit
16 create request: pr create --base parent --head child --title Child PR
17 toast: Child PR

Pushed normally without rebasing, force-pushing, or merging. This focused repair was implemented and verified with GPT-6.1-Sol through the Codex harness.

Evidence

Supersedes the runtime transcripts in Verification and Focused recovery verification above. Those came from the GitManager vitest harness. The rows below come from the real server (node apps/server/src/bin.ts start) driven over WebSocket git.runStackedAction {action: "create_pr"}. Each run used its own isolated T3 home under /tmp, never ~/.t3.

Setup. The remote is a local bare repo acting as the remote, reached through pushInsteadOf. Its URL is https://github.invalid/acme/demo.git, so T3 detects GitHub. A stubbed forge (an HTTPS CONNECT proxy that only lets through github.invalid:443, with a throwaway CA) serves repo info, the open-PR GraphQL lookup, and POST /pulls, whose body is logged as the forge request. Fake gh and codex binaries stand in for the real ones. Nothing reached a real forge or model. Each row's git refs were dumped before and after the run and were identical every time.

Before = merge-base on main 8d3b0611 · After = PR head 607524efc8. The harness is committed at 014feb6beb and registered as knip entries in e90dbdbae2; neither changes product code. Rerun with node apps/server/scripts/evidence/pr-22943/run.mjs --server <checkout> --out <dir>.

RowFixtureBefore: forge requestAfter: forge requestAfter: notice

Environment: fs-08, Ubuntu 24.04.5 LTS (kernel 6.1.102), node v26.12.1, git 2.43.0.

What else changed (before → after), besides the base:

 1. On the fallback path (R2a, R3, R4a) the notice replaces the Generating PR content... progress label. Event kinds and counts are unchanged.
 2. In R2a and R3 the toast description adds the notice.
 3. In R2a and R3 the commit range in the text-generation prompt widens from Child to Parent + Child, because the base is now main.
 4. R2a, R3 and R4a each make one extra stubbed GET /api/v3/repos/acme/demo. This is the existing provider default-branch lookup on the fallback path. R1 and R2b make no extra requests, and no run made an extra fetch.
 5. R4a no longer creates a PR on a wrong base. Its notice says "Using default branch main" even though main does not exist, and the error that follows is generic (git log main..HEAD → ambiguous argument). Not a regression, since R4b shows the same generic error before and after. A follow-up could report "could not determine a base branch".

Verification log
 • Proof audit pass 1 (Claude Opus 5.5): derived the R1–R4b fixture matrix from the diff and from the gaps earlier rounds left (previous evidence came only from the test harness, and the deleted-base and unresolvable-default rows were missing). matrix.md
 • Evidence capture (Claude Opus 5.5): ran all 12 runs (6 rows × before/after) against the real server. Every row matched the matrix. captures.md
 • Proof audit pass 2 (Claude Opus 5.5): SUFFICIENT. Confirmed which SHA each server ran from its log paths, and confirmed the harness commit adds only the evidence directory. Rebuilt R2a, R3 and R4a from the committed script on both before and after; all six runs matched the captures. Isolation held: the only host the proxy let through was github.invalid, only the fake gh and codex were called, and every run had a fresh T3 home. verdict.md
 • Harness deviations: the bootstrap sets shellEnvironmentPrepared: true so the login-shell PATH cannot put the real codex ahead of the fake. One trial run before this fix spawned the real codex, which the proxy blocked; that trial was discarded. Every run refused the server's background calls to raw.githubusercontent.com and ingest.t3.codes.
 • Tests: vp test run apps/server/src/git/GitManager.test.ts: 139 passed after merging main (607524efc8). vp run check:changed 607524efc8: format, lint, knip, graphql and typecheck passed after the knip fix.
 • CI: at 014feb6beb, Check and Lint failed and the rest passed (Test, Test Server 1–6, Build and Typecheck, Release Smoke, Rust, Macroscope). Knip reproduces the Check failure locally (the harness files were reported as unused), and e90dbdbae2 fixes it. Lint passes locally; I couldn't read its CI log through cafe. CI on e90dbdbae2 is pending.
 • Unverified rows: none.
 • Main merged in with a merge commit (no rebase, no force-push). Evidence was led and captured by Claude Opus 5.5 through T3 Code delegated agents (Claude Code harness).

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval — This bug fix changes the live create-PR path to validate recorded bases, select target remotes, and fall back with user-visible messaging, making it a material runtime behavior change despite extensive tests. The evidence harness also has unresolved correctness concerns involving destructive row handling, cleanup, and proxy support across the declared Node versions.

Treat a failed provider lookup as unknown.

sourceControlProviders.resolveHandle({ cwd }) can fail and currently propagates through resolvePrBase into runPrStep, aborting Create PR. Preserve baseRemotes = [publishedRemote] and skip remote discovery when the lookup fails.

The independent new failure path is resolveHandle. The git remote -v call follows earlier Git configuration and ref operations on the same cwd; the available source does not establish a distinct newly introduced failure mode for that call.

6L171: ## 【94†Overview】
7L172:
8L173: Enterprise environments often require applications to operate behind corporate proxies and use custom certificate authorities (CAs) for SSL/TLS validation. Node.js provides built-in support for these requirements through environment variables and command-line flags, eliminating the need for third-party proxy libraries in many cases.
9L174:
10L175: This guide covers how to configure Node.js applications to work in enterprise network environments:
11L176: * Configuring proxies via the `NODE_USE_ENV_PROXY` environment variable or the `--use-env-proxy` flag
12L177: * Adding certificate authorities from system store via the `NODE_USE_SYSTEM_CA` environment variable or the `--use-system-ca` flag.
13L178: ## 【95†Proxy Configuration】
14L179:
15L180: In many enterprise environments, internet access to external services may need to be routed through HTTP/HTTPS proxies for security and monitoring. This requires applications to be aware of and use these proxies when making network requests.
16L181: Proxy settings are often provided via environment variables such as `HTTP_PROXY`, `HTTPS_PROXY`, and `NO_PROXY`. Node.js supports these when `NODE_USE_ENV_PROXY` or `--use-env-proxy` is enabled. This works with `node:http` and `node:https` (v22.21.0 or v24.5.0+) methods as well as `fetch()` (v22.21.0 or v24.0.0+).
17L182: Example (POSIX shells):
18L183:
19L184: `# The proxy settings might be configured in the system by your IT department
20L185: # and shared across different tools.
21L186: export HTTP_PROXY=http://proxy.company.com:8080
22L187: export HTTPS_PROXY=http://proxy.company.com:8080
23L188: export NO_PROXY=localhost,127.0.0.1,.company.com
24L189:
25L190: # To enable it for Node.js applications.
26L191: export NODE_USE_ENV_PROXY=1
27L192: node app.js`
28L193:
29L194: Shell Copy to clipboard
30L195: Alternatively, enable it via the command-line flag `--use-env-proxy` on Node.js v22.21.0 or v24.5.0 and above:
31L196:
32L197: `# The proxy settings might be configured in the system by your IT department
33L198: # and shared across different tools.
34L199: export HTTP_PROXY=http://proxy.company.com:8080
35L200: export HTTPS_PROXY=http://proxy.company.com:8080
36L201: export NO_PROXY=localhost,127.0.0.1,.company.com
37L202:
38L203: # To enable it for Node.js applications.
39L204: node --use-env-proxy app.js`
40L205:
41L206: Shell Copy to clipboard
42L207: Or, if `--env-file` is used to load environment variables from a file:
43L208:
44L209: [Button: TXT][Button: BASH]
45L210:
46L211: `# In .env file
47L212: HTTP_PROXY=http://proxy.company.com:8080
48L213: HTTPS_PROXY=http://proxy.company.com:8080
49L214: NO_PROXY=localhost,127.0.0.1,.company.com
50L215: NODE_USE_ENV_PROXY=1`
51L216:
52L217: txt Copy to clipboard
53L218:
54L219: `node --env-file ./.env app.js`
55L220:
56L221: Once enabled, `http`, `https`, and `fetch()` requests use the configured proxies by default, unless an agent is overridden or the target matches `NO_PROXY`.
57L222: ### 【96†Configure the Proxy Programmatically】
58L223:
59L224: To configure the proxy programmatically, override the agents. This is currently supported by `https.request()` and other methods built upon it such as `https.get()`.
60L225:
61L226: To override the agent on a per-request basis, use the `agent` option for `http.request()`/`https.request()` and similar methods:
62L227: [Button: CJS][Button: ESM]
63L228:
64L229: `const https = require('node:https');
65L230:

67L232: const agent = new https.Agent({
68L233: proxyEnv: { HTTPS_PROXY: 'http://proxy.company.com:8080' },
69L234: });

80L2542: #### `--use-bundled-ca`, `--use-openssl-ca`【201†#】
81L2543:
82L2544: Added in: v6.11.0
83L2545:
84L2546: Use bundled Mozilla CA store as supplied by current Node.js version or use OpenSSL's default CA store. The default store is selectable at build-time.
85L2547:
86L2548: The bundled CA store, as supplied by Node.js, is a snapshot of Mozilla CA store that is fixed at release time. It is identical on all supported platforms.
87L2549: Using OpenSSL store allows for external modifications of the store. For most Linux and BSD distributions, this store is maintained by the distribution maintainers and system administrators. OpenSSL CA store location is dependent on configuration of the OpenSSL library but this can be altered at runtime using environment variables.
88L2550:
89L2551: See `SSL_CERT_DIR` and `SSL_CERT_FILE`.
90L2552: #### `--use-env-proxy`【202†#】
91L2553:
92L2554: Added in: v24.5.0, v22.21.0
93L2555:
94L2556: Stability: 1.1 - Active Development
95L2557:
96L2558: When enabled, Node.js parses the `HTTP_PROXY`, `HTTPS_PROXY` and `NO_PROXY` environment variables during startup, and routes requests through the specified proxy.
97L2559: Use this only with proxies that are trusted and authorized for the deployment. Proxy support is intended for reaching external networks through authorized proxy servers, for example when a firewall requires one. It is not for hiding traffic or evading network policy. See 【444†Built-in Proxy Support】.
98L2560:
99L2561: This is equivalent to setting the 【237†`NODE_USE_ENV_PROXY=1`】 environment variable. When both are set, `--use-env-proxy` takes precedence.
100L2562: #### `--use-largepages=mode`【203†#】
101L2563:
102L2564: Added in: v13.6.0, v12.17.0 History
103L2565: Version | Changes
104L2566: --- | ---
105L2567: v26.9.0 | This option is now a no-op.
106L2568:
107L2569: This option is no longer supported and a no-op. It used to re-map the Node.js static code to large memory pages at startup.
108L2570:
109L2571: It still accepts the following values for compatibility:
110L2572: * `off`: No mapping will be attempted. This is the default.
111L2573: * `on`: No mapping will be attempted and a message will be printed to standard error stating it's no longer supported.
112L2574: * `silent`: Same as `off`.
113L2575: #### `--use-system-ca`【204†#】
114L2576:
115L2577: Added in: v23.8.0 History
116L2578: Version | Changes
117L2579: --- | ---
118L2580: v23.9.0 | Added support on non-Windows and non-macOS.
119L2581: Node.js uses the trusted CA certificates present in the system store along with the `--use-bundled-ca` option and the `NODE_EXTRA_CA_CERTS` environment variable. On platforms other than Windows and macOS, this loads certificates from the directory and file trusted by OpenSSL, similar to `--use-openssl-ca`, with the difference being that it caches the certificates after first load.
120L2582: On Windows and macOS, the certificate trust policy is similar to 【445†Chromium's policy for locally trusted certificates†chromium.googlesource.com】, but with some differences:
121L2583:
122L2584: On macOS, the following settings are respected:
123L2585: * Default and System Keychains
124L2586: * Trust:
125L2587: * Any certificate where the “When using this certificate” flag is set to “Always Trust” or
126L2588: * Any certificate where the “Secure Sockets Layer (SSL)” flag is set to “Always Trust”.
127L2589: * The certificate must also be valid, with "X.509 Basic Policy" set to “Always Trust”.
128L2590:
129L2591: On Windows, the following settings are respected:
130L2592: * Local Machine (accessed via `certlm.msc`)
131L2593: * Trust:
132L2594: * Trusted Root Certification Authorities
133L2595: * Trusted People

Reject unsupported Node versions or fail the smoke probe.

NODE_USE_ENV_PROXY=1 does not route fetch() through the configured proxy on every supported Node version. Node 22.16 through 22.20 are allowed by apps/server/package.json, but proxy support starts at Node 22.21.0. On those versions, forge requests and the https://example.com/ smoke request can bypass the stub, making refusedConnects and the no-forge-call evidence unreliable.

Fail fast for unsupported Node versions, or fail the smoke probe when it reaches example.com.
