Problem

With the same repository on two connected servers, selecting “All servers” can hide its pull requests when the preferred server cannot read the repository host. The other server can read them, so “All servers” should keep showing the repository's PRs.

Fixes #21365.

Change

Keep one listing owner per repository, but fall back when that owner's host read fails. Remember host availability from the existing list reads, retain a stable owner and its error if every copy fails, and retry preferred servers on explicit refresh.

When no host can be read, the server's typed error includes an optional list result with provider summaries and project errors. The web query observes this metadata without changing the failed atom into a success. Scoped-server error guidance, continuation errors, shared-client behavior, and server retry/rate-limit handling stay intact. This also covers Bitbucket HTTP 403 responses, which are operation failures rather than unauthenticated errors.

Only projects whose resolved host differs from their stored identity carry project-to-host mapping IDs. This handles Forgejo SSH authorities without adding that payload to ordinary HTTP projects. Assignment checks each owner's own identity, retains every worktree project ID while splitting partial assignments at the existing 100-project request limit, and preserves cursors from every batch. Merging retains the newest row per environment and pull-request URL, collapsing worktree duplicates while keeping distinct Azure projects separate. Host observations wait for each environment's active batches to settle, aggregate their results per host, include continuation failures, and preserve freshness across batches. Explicit refresh invalidates the hosts and cancels original list reads before clearing availability and refined project-to-host mappings.

Scope and approval

Follows the maintainer triage and fallback direction. The contract, server, web/desktop assignment, and regression tests address the same shared-repository fallback failure. Contract additions are optional. No dependencies, extra discovery probes, or new polling loop.

Verification

On macOS arm64 with Node 24.20.0, at a0eec0d5579a3538cb5cad0f4b938b84b41e9f8e, after resolving conflicts with main at fd8dd516:

  • vp test run apps/web/src/components/pullRequest/pullRequestProjectAssignment.logic.test.ts apps/web/src/components/pullRequest/pullRequestList.logic.test.ts apps/web/src/state/pullRequests.test.ts packages/contracts/src/pullRequest.test.ts apps/server/src/pullRequest/PullRequestService.test.ts packages/client-runtime/src/state/pullRequests.test.ts: 484 passed. Covers only-host and host-filtered failures, missing/rejected credentials, the real Bitbucket adapter with a mocked HTTP 403, Forgejo SSH mapping, legacy errors, failure/cache/rate-limit behavior, stale observations, 102-project fallback, cursors across batches, more than 100 same-repository worktrees without losing credential roots, distinct Azure projects with matching repository names and PR numbers, host aggregation in both completion orders, and refined-host reset without replaying stale observations.
  • pnpm --filter @t3tools/web exec vp test run --project browser src/components/pullRequest/pullRequestProjectAssignment.browser.test.tsx: 6 passed in Chromium. The actual route shows the readable remote's PR, stops cycling when both hosts fail, retains a scoped server's setup error, falls back after a continuation failure with a cached successful baseline, and returns to the preferred server after credentials recover and refresh, including a stale failure delivered while invalidation is pending.
  • Web, server, shared client runtime, and contracts typechecks pass. Changed-file lint passes with one existing prefer-set-has warning in untouched label-filter code. Changed-file formatting and the PR diff whitespace check against origin/main pass. Typechecks emit existing informational Effect suggestions.

Provider responses and browser fixtures are synthetic; these checks do not test live Bitbucket authentication or a real remote connection. The screenshots show the original assignment behavior and the fixed route using the same isolated fixture. Evidence files are not committed.

Forgejo SSH projects on non-default ports are treated as readable here, so the preferred environment can keep ownership and its unreadable PRs remain hidden instead of falling back. pullRequestHostOf produces forge.example for the SSH remote, but the availability summary uses forge.example:3000, so this lookup misses the false entry; use the server-resolved Forgejo host or normalize both keys before comparing them.

Fixed in ea4d56db. Provider summaries now identify the projects belonging to each server-resolved host, and assignment uses that mapping before deriving a host from the stored remote. Walkthrough

The pull-request flow now preserves provider observations and partial failures. The web client records host availability, assigns shared repositories to readable environments, batches project queries, and merges results with deduplicated entries and combined pagination cursors.

Merge Risk: External image Low · previous review 3c510

Pull-request fallback remains available, but list errors can lose the underlying provider failure. Preserve that cause before merging or accept the bounded diagnostic loss.

Security architecture risk: External image Low · up to 3c510

Fallback remains limited to eligible connected servers and preserves per-server project identity and failure status. No new privilege or authorization bypass was established. Runtime cancellation and mixed-version behavior are not fully verified.

Retained concerns No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The demonstrated change in exposure is which eligible connected environment supplies a shared repository's list data and which partial metadata reaches the requesting client. The inspected flow does not establish new host authority or credential transfer between environments.

Trust Boundaries and Controls

  • observed — Query candidates are derived from known environments advertising pull-request capability. A recognized server scope restricts that set, projects are filtered to it, and explicit project scope bypasses automatic shared-repository reassignment. Provider-returned host observations cannot add an environment to this candidate set.

Resilience and Maintainability Implications

  • observed — Merged provider summaries retain one source object's projectIds rather than unioning IDs across batches. Current host assignment instead consumes raw query observations, so this metadata limitation does not demonstrate an assignment or authorization regression in the inspected consumers.

Explanation

Issue #21365 requires the “All servers” view to retain pull requests from a readable environment when another environment cannot read the shared host. The changes add host-aware assignment, failed-list metadata, fallback queries, duplicate merging, cursor preservation, and refresh invalidation. The reported tests cover unavailable and rejected credentials, Bitbucket HTTP 403, continuation failures, worktree batching, stale observations, and refresh recovery. The implementation and reported automated tests satisfy the coding requirements.

Full details: Out of Scope Changes check

Explanation

The changes remain connected to issue #21365. Contract fields carry list-result and project-association metadata needed for fallback. Server changes produce that metadata. Web and shared-runtime changes observe failures, assign readable hosts, batch queries, merge results, and handle refresh state. Regression tests verify these behaviors. No unrelated change is demonstrated.

P1 Badge Observe unavailable list failures before choosing a fallback

When the preferred environment has no readable host in this request—for example, the shared repository is its only project or search.host narrows the request to the unauthenticated host—PullRequestService.listUncached fails the RPC when readable.length === 0 (apps/server/src/pullRequest/PullRequestService.ts:1127-1143) instead of returning the provider summary. createMergedEnvironmentQuery records observations only for successful results (apps/web/src/state/pullRequests.ts:275-277), so baselineQuery.observations here is empty, the preferred host is never marked false, and the readable server is never queried. The browser fixture masks this by returning a successful unconfigured result; the unavailable/error path must retain enough host availability to drive assignment.

Useful? React with 👍 / 👎.

Fixed in ea4d56db. Both typed list errors now retain an optional listResult with host summaries and project errors. The shared client observes that metadata, while legacy errors without it remain failures. Coverage includes only-host and host-filtered failures, missing/rejected credentials, and the real Bitbucket adapter returning HTTP 403; existing server failure-cache, retry, and rate-limit tests still pass. Validation: 452 focused tests plus 3 Chromium route tests.

P2 Badge Check the owner's host with the owner's identity

When two environment-local copies share a canonical key but derive different PR authorities, this evaluates the current owner using the candidate project's identity. For example, env1 can use https://forgejo.example:3000/team/repo.git while env2 uses SSH; pullRequestHostOf returns forgejo.example:3000 for env1 but forgejo.example for env2 (packages/contracts/src/pullRequest.ts:903-911). While processing env2, the lookup against env1 therefore misses env1's recorded false, leaving the unreadable preferred copy selected and making the result depend on project order; retain the owner project/host and use it for currentUnreadable.

Useful? React with 👍 / 👎.

Fixed in ea4d56db. The owner map now retains the owning project, and currentUnreadable uses that project's own identity and resolved host. A regression checks HTTP/SSH copies in both project orders, including the failed preferred HTTP authority. The focused suite passes 452 tests plus 3 Chromium route tests.

P2 Badge Match SSH checkouts to the server-refined Forgejo host

When a Forgejo checkout uses SSH and discovery refines it to an HTTP authority with a port, the server reports that refined authority (for example forgejo.example:3000; apps/server/src/pullRequest/PullRequestService.ts:716-728), but this lookup derives forgejo.example from the canonical key because pullRequestHostOf preserves ports only for HTTP(S) locators (packages/contracts/src/pullRequest.ts:903-911). Consequently even a successful response containing the refined host with configured: false can never mark this shared repository unreadable, so it remains pinned to the failing environment; associate summaries with projects or use the server-refined authority here.

Useful? React with 👍 / 👎.

Fixed in ea4d56db, including the same host-mapping gap identified by Macroscope. Provider summaries carry optional projectIds from server-side host refinement, including deduplicated worktrees; the client remembers the exact authority per environment/project without stripping ports. Server, assignment, and JSON-codec regressions cover this path. Validation: 452 focused tests plus 3 Chromium route tests.

Thanks for picking this up — the fallback direction looks right.

One case worth a test: a server that has credentials saved for the host, but the host rejects them (e.g. Bitbucket answering 403). In a live two-server run here, that server's whole read failed rather than reporting the host unconfigured, so a check keyed only on the unconfigured summary may not fall back in that case.

Happy to share the live-server notes (readable GitHub server + rejected-token server) if useful.

@only21mil You were right, the 403 response was bypassing the fallback. Fixed in fe9a4c3a and added tests with and without a host filter. These use a mocked response; I haven't tried it against a live server yet.

@juliusmarminge Could you take a look? This follows your suggestion in #21365. I can't add reviewers or the macroscope-review label, and CI is waiting for maintainer approval.

Keep the list failure visible, but do not claim that retry is lost.

The catchTags conversion changes a failed list query into a successful empty result. The route then uses the generic empty state, so users lose the provider-specific setup or error guidance from PullRequestsUnavailableState. The generic state still provides a “Check again” action through refreshFromHost; only the unavailable-state presentation and its error details are lost.

Keep the failure in the atom and record its attached listResult when collecting observations.

✅ Confirmed as addressed by @sanjaibalajee

Fixed in fe9a4c3a. The shared atom stays failed; only the web query reads the attached metadata for fallback. Added a browser check that a scoped server still shows the Bitbucket setup error, plus a check that cached failures keep their original observation time.

@sanjaibalajee Thanks for fixing this in fe9a4c3a. Keeping the shared atom failed preserves the error guidance while the web query uses the attached metadata for fallback. The added checks cover the scoped Bitbucket setup error and cached observation timestamps.

P2 Badge Keep fallback filters within the 100-project limit

When the preferred environment has at least 102 projects and exactly one shared repository is reassigned here, its route query changes from unfiltered to a projectIds array containing at least 101 remaining projects (_chat.pull-requests.tsx:1867-1875). PullRequestListInput.projectIds rejects arrays longer than 100 (packages/contracts/src/pullRequest.ts:359), so the RPC fails and all healthy pull requests left on that environment disappear exactly when fallback activates; chunk these assignments or avoid materializing an oversized filter.

Useful? React with 👍 / 👎.

Fixed in fe9a4c3a. Partial assignments are split at the contract's 100-project limit, and cursors from every batch on the same server are merged. Added a 102-project fallback case and a regression for retaining both batches' cursors.

P2 Badge Send project IDs only when host refinement needs them

On an unfiltered list this runs before repository deduplication for every project, so every provider summary now carries an unbounded projectIds array for ordinary HTTP GitHub/Bitbucket projects and all worktrees, not just SSH/unknown identities whose authority was server-refined. Baseline, facet, partition, and mobile list reads repeatedly return and persist this metadata; large workspaces therefore add avoidable WebSocket and local-storage payload because pullRequestHostOf already resolves ordinary hosts. Record IDs only when the server-derived host differs, or otherwise bound this metadata.

Useful? React with 👍 / 👎.

Fixed in fe9a4c3a. Project ID arrays are now included only when the resolved host differs from the stored identity's host. Ordinary HTTP projects and their worktrees no longer carry those arrays; the Forgejo SSH worktree mapping is still covered.

P1 Badge Preserve list failures while observing fallback metadata

When the only selected host fails after an initial page (or a single/scoped server fails on first load), this Effect.succeed conversion turns PullRequestUnavailableError into a successful empty list. The web query therefore has error === null; on continuation _chat.pull-requests.tsx keeps the old rows but drops nextCursors, silently removing Load more/retry, and on first load it renders “No pull requests”; apps/mobile/src/features/pull-requests/usePullRequestList.ts consumes the same shared atom and likewise bypasses its Failure error path. Preserve the failed result while exposing listResult separately to the fallback observer.

Clear projectHosts when resetting host reads.

refreshFromHost clears hosts but preserves projectHosts. If the next server summary resolves a project to its stored identity, the server omits that project from projectIds, so rememberPullRequestHosts cannot replace the old mapping. The stale host is then absent from hosts, which makes the project appear readable. The preferred environment can therefore retain ownership while its current identity host is unreadable, and the readable copy is omitted.

✅ Confirmed as addressed by @sanjaibalajee

Fixed in ed4621d9. Refresh now calls resetPullRequestHosts, which clears both hosts and projectHosts while retaining the observation watermark. The regression covers a refined Forgejo authority reverting to the stored identity and verifies fallback to the readable copy; cached observations cannot restore the old mapping. Validation: focused unit tests, 6 Chromium route tests, and web typecheck pass.

@sanjaibalajee Thanks for fixing this in ed4621d9. Clearing both hosts and projectHosts while retaining the observation watermark addresses the stale-mapping concern. The reported regression coverage checks fallback and prevents cached observations from restoring the old mapping.

Keep one project ID per repository before batching.

When a partial assignment contains more than 100 project IDs, two projects with the same repositoryIdentity.canonicalKey can cross a batch boundary. Each server call then deduplicates that repository independently and returns an entry with its selected projectId. mergePullRequestLists appends both entries, so the merged result can contain the same pull request twice.

Use one representative project ID per repository before applying the 100-ID limit. Do not append an entire repository group without checking its size, because a group larger than 100 would violate PullRequestListInput.

✅ Addressed in commit ed4621d

Fixed in ed4621d9. Partial assignments now retain one representative per canonical repository before applying the 100-project limit, including groups with more than 100 worktrees. The merged list also keeps the newest duplicate row within an environment while preserving separate environments. Regression tests cover case-insensitive canonical keys, unknown identities, bounded batches, and both row arrival orders. Validation: 158 focused unit tests, all 6 Chromium route tests, and the web typecheck pass.

@sanjaibalajee Thanks for the correction. My earlier recommendation to keep one project ID per repository could discard checkout-local credential roots.

Your revised approach addresses the duplicate-row finding: retain every selected worktree ID in batches of at most 100, then merge rows by environment and full PR URL, keeping the newest result. The full URL also distinguishes Azure projects with matching repository names and PR numbers.

5Learning: In apps/server/src/pullRequest/PullRequestService.ts, pull-request listing gathers viewer credential roots from every selected worktree. In apps/web/src/components/pullRequest/pullRequestProjectAssignment.logic.ts, partial query filters must retain all selected worktree project IDs while respecting PULL_REQUEST_LIST_PROJECT_LIMIT; deduplicating IDs by canonical repository can discard checkout-local credentials. In apps/web/src/components/pullRequest/pullRequestList.logic.ts, deduplicate rows by environment plus full PR URL and retain the newest result. Full PR URLs distinguish Azure projects that share repository names and PR numbers.

Effect 4.0.5 reactivity Atom refresh in-flight build cancellation get.refresh Atom.swr source

💡 Result:

1For **`effect@4.0.5`**, `Atom.swr` is a wrapper around an async-result atom, not a separate fetch/cache mechanism. It returns the current result, then schedules a stale-source refresh after the read; it skips that refresh if the source has become fresh or the wrapped atom has been disposed. Manual refreshes are forwarded to the source. ([effect.website](https://effect.website/docs/v4/api/effect/reactivity/Atom?utm_source=openai))
2
3`get.refresh(atom)` requests a refresh through the active `AtomRegistry`; it does not itself promise that the in-flight build is cancelled. The 4.0.5 API reference establishes the refresh request, but the source material I could verify does **not** establish the registry’s exact in-flight cancellation/replacement behavior for that version. So don’t infer “refresh always interrupts the current build” from the `get.refresh` or `swr` contract alone. ([effect.website](https://effect.website/docs/v4/api/effect/reactivity/Atom?utm_source=openai))
4
5Also, the available GitHub source result is from `main`, not a pinned 4.0.5 source snapshot. It shows `get.refresh(atom)` being used for invalidation, but cannot settle 4.0.5’s in-flight cancellation semantics. 2
3The available `main`-branch `Atom.ts` describes atoms as reactive state managed by an `AtomRegistry`, which tracks dependencies and updates. But that’s **not evidence of what was in v4.0.5**. Invalidate the list atom before advancing resetAt.

refreshFromHost advances resetAt and clears hosts before it awaits invalidate. The {} invalidation command does not directly refresh the list atom. The list refresh arrives later through the environment refresh signal. An outstanding baseline request can therefore settle after resetAt but before that signal refreshes the atom. Its new result timestamp, or the Date.now() timestamp for a typed failure, passes the resetAt check and can reapply an old unconfigured host state over a recovered preferred host.

Cancel the mounted list request, or complete its invalidation, before changing resetAt.

✅ Addressed in commit ed4621d

@sanjaibalajee Thanks for the fix in ed4621d9. The updated refreshFromHost awaits invalidation, refreshes the original list and baseline atoms, then resets host observations. This addresses the reported race. The regression scenario covers stale failure delivery while invalidation is pending.

P2 Badge Include continuation failures in host observations

When a host becomes unavailable only on a continuation request after its cached baseline page succeeded, the typed failure is exposed on listQuery.observations, but this line records only baselineQuery.observations; the older configured: true therefore retains the preferred assignment and the readable copy is never tried. The fresh gap after the earlier failure-preservation fix is that the route still does not pass the continuation query's observations to rememberPullRequestHosts; merge those observations while leaving the query as a Failure.

AGENTS.md reference: AGENTS.md:L75-L75

Useful? React with 👍 / 👎.

Fixed in ed4621d9. The route now records current list observations after baseline observations, so a newer typed continuation failure can drive fallback without converting the failed atom into a successful empty list. The added Chromium test retains the cached successful baseline, fails Load more, and verifies that the readable remote server supplies the repository. All 6 Chromium route tests pass.

P2 Badge Aggregate host availability across project batches

When a partial assignment creates multiple concurrent batches for the same environment and host, checkout-local viewer probes can disagree—for example, one GitLab or Azure checkout can authenticate while another batch's roots cannot. rememberPullRequestHosts replaces the whole host status with whichever batch has the later timestamp, even though PullRequestService.resolveViewers normally tries every root and treats one success as host-readable, so this race can either move healthy repositories away or suppress fallback for the failed batch; aggregate the active batches' host results instead of using last-write-wins.

AGENTS.md reference: AGENTS.md:L75-L75

Useful? React with 👍 / 👎.

Fixed in ed4621d9. Host observations now aggregate all active batches per environment and host: one readable batch makes the host readable, matching the server viewer-root behavior. The newest batch timestamp still governs freshness; a delayed older readable batch can update an already-seen aggregate, and a later all-failed result can mark the host unavailable. Tests cover both batch orders, delayed arrival, recovery, and cached replay after refresh. The focused unit suite and web typecheck pass.

P2 Badge Keep same-repository worktrees in one project batch

Whenever fallback leaves more than 100 selected projects on an environment and a repository's main project/worktree IDs straddle this slice boundary, each RPC gets its own listWorkspaceProjects deduplication set, so both batches read and return the same repository. mergePullRequestLists then concatenates those entries, producing duplicate rows/React keys and redundant provider traffic; deduplicate by canonical repository before slicing, or deduplicate across merged batches.

P2 Badge Include Azure project identity in the dedup key

When one environment has two Azure DevOps repositories with the same bare name and PR number, this key collides and silently discards one row even if both came from a single server answer. sourceControlRepositorySelector intentionally returns only identity.name for Azure because the organization/project comes from the checkout (packages/shared/src/sourceControl.ts:281-299), so repositories such as two different projects both named web commonly produce the same host/repository/number; use the PR URL or another canonical project identity to distinguish them while still collapsing worktree duplicates.

Useful? React with 👍 / 👎.

Fixed in a0eec0d5. Merged rows are keyed by environment and full PR URL, which includes Azure organization/project identity. The regression puts two Azure projects with repository name web and PR number 4 in the same answer and verifies that both survive; existing worktree regressions still collapse duplicate URLs in either arrival order. Validation: 484 focused unit tests and 6 Chromium route tests pass.

P2 Badge Keep all worktree roots in partial batches

When an environment loses any shared repository and therefore uses a partial project filter, this drops every later worktree with the same canonical key before the RPC. PullRequestService.listWorkspaceProjects deliberately collects every matching workspace root before its own repository deduplication (apps/server/src/pullRequest/PullRequestService.ts:742-750), and resolveViewers relies on those roots so one unreadable checkout does not mark the whole host signed out (apps/server/src/pullRequest/PullRequestService.ts:980-983). If the retained worktree is stale or lacks checkout-local credentials but an omitted worktree is readable, that environment's otherwise unique PRs now disappear; keep the IDs through batching and deduplicate the merged rows instead.

AGENTS.md reference: AGENTS.md:L75-L75

Useful? React with 👍 / 👎.

Fixed in a0eec0d5. Partial project filters now retain every worktree ID while keeping each batch within the 100-ID contract limit. Duplicate rows are collapsed during list merging, preserving all checkout-local viewer roots. The assignment regression covers 101 worktrees crossing batch boundaries, and the server regression verifies that a partial filter can authenticate through the second checkout when the first fails. Validation: 484 focused unit tests, 6 Chromium route tests, and web/server typechecks pass.

([effect.website](https://effect.website/docs/v4/schema/classes?utm_source=openai)) They don’t establish whether `cause` is an **enumerable own property** in 4.0.5, or exactly how its constructor handles it. The npm listing confirms 4.0.5 exists, but doesn’t resolve those source-level details. ([npmjs.com](https://www.npmjs.com/package/effect?activeTab=versions&utm_source=openai))

Preserve cause when rebuilding the list error.

{ ...error, listResult } omits the non-enumerable cause, so the rebuilt error loses the underlying PullRequestProviderError.

8Preserve the underlying cause when rebuilding the list error in the
9PullRequestUnavailableError and PullRequestOperationError branches: pass
10blocking explicitly as cause alongside the existing error fields and listResult,
11rather than relying on spreading error.
