🚀 Performance & Scalability | 🟡 Minor | ⚡ Quick win

Do not cache a failed coverage probe as covered: false for ten minutes.

Effect.orElseSucceed(() => []) turns every probe failure into an empty answer. The loop on Line 1300 then writes covered: false for every unasked repository. Examples of probe failures are a network error, a 5xx response, or a short rate-limit pause. Each such entry stays valid for SEARCH_VISIBILITY_TTL (10 minutes). During that time, every list read skips the probe and calls readRepository for every silent repository.

On GitHub, one probe for a whole chunk costs about 1 point. Each per-repository listing read costs about 4 points. A single transient failure therefore brings back the per-repository reads that this PR removes, for 10 minutes. That conflicts with the issue #19363 objective.

Keep the two kinds of false apart:

  • If the probe succeeds and the answer is false or missing, cache false. This is a real answer from the host.
  • If the probe fails, cache nothing. The next list read then probes again for about 1 point.

The fallback in Line 1316-1322 still applies to uncached repositories, so behavior after a failure does not change. The existing test at PullRequestService.test.ts Line 4836-4843 still passes with this change.

8Update the searchCoverage probe handling in PullRequestService so probe failures
9leave searchCoverageCache unchanged rather than caching covered: false. Cache
10false for unasked repositories only when the probe succeeds, while preserving
11caching of explicit answers and missing-answer fallback behavior.

@juliusmarminge Thanks for the fix. The supplied code confirms that only successful probes populate searchCoverageCache. Failed probes preserve the current fallback and allow the next listing to retry. Successful false or missing answers retain negative caching.

Fixed in 14053441f7. Only successful coverage probes populate the cache. Transport, HTTP, rate-limit, and whole GraphQL response failures remain uncached, so the current read falls back and the next listing retries. Confirmed false/missing answers and genuine repository-scoped refusals retain negative caching. The existing service case now proves failed-probe recovery and missing-answer caching; a minimal API case proves HTTP-200 data:null timeouts propagate while the existing refused-alias case stays isolated. All 530 focused tests pass; final full Opus and Sol reviews returned no findings.
