fix(server): custom Codex providers no longer report native quota#18622

A custom Codex route can still return subscription limits from a ChatGPT login stored in its home directory. Publishing those limits attributes another account's quota to the custom provider, and a custom provider without a login can instead show a misleading usage-probe failure.

Publish native subscription quota only when the account requires OpenAI authentication, is not an API-key account, and routing is confirmed to use a native OpenAI endpoint. Use the same decision to skip the quota RPC and quota-derived workspace identity. A failed or malformed routing read remains unsupported; it cannot become a confirmed default route. Existing unsupported snapshots also reject streamed limits, so later notifications cannot restore those rows.

Rebuilt from @fixfon's #18622, preserving contributor history and merging main at a71a6c3. This follows the quota-attribution problem in #11515.

Verification:

  • Consolidated the original six registered cases with 16 inner scenarios into seven reported cases in one existing fake-CLI test file. Net test additions reduced from 208 to 59 lines; removed the separate usage test file.
  • Before: five quota-gating cases failed against main; both native success/failure controls passed. The failures prove an unwanted quota RPC, including the API-key case whose published status was already unsupported.
  • After: 121 tests pass across seven focused files, including the public subprocess/JSON-RPC status path and existing unsupported stream/refresh behavior. Scoped server typecheck, targeted lint/format, and whitespace checks pass.
  • One independent full-diff round with Opus and Sol completed with no findings. Opus also reran all nine catalog/quota cases successfully.
  • No live Codex or proxy-hub account, app/browser, full registry-to-client streamed flow, macOS, Windows, Electron, iOS, Android or real remote connection was verified. Proof uses a temporary fake Codex process and existing server tests.

Routing attribution uses the effective configuration read by the status probe. Explicit URLs are conservatively recognized only for HTTPS on api.openai.com and chatgpt.com; confirmed absent overrides use Codex's native default. Wrappers, network interception and older CLI environment-override behavior were not verified. Managed subscription usage continues through its existing external usage source.

Landing and approval decisions remain with the coordinator. Unmerged.

Models/harness: tests by GPT-6 Astra, implementation by GPT-6.1 Sol, independent reviews by Claude Opus 5.5 and GPT-6 Sol; Codex and Claude harnesses in T3 Code.

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval — This PR changes production Codex quota and usage-limit attribution by suppressing native subscription limits for custom or uncertain routes. The implementation is focused and well-tested, but quota/entitlement reporting is a sensitive behavior area that warrants human review.

📝 Walkthrough

Codex now reads the active provider’s base URL and combines it with account authentication data to decide whether to request native rate limits and report usage windows. Tests cover supported and unsupported account and endpoint configurations.

Change: Bug fix

Merge Risk: 🟡 Moderate · up to fb6a9

Some custom providers can still display a ChatGPT login’s quota even though that quota does not represent their usage. Resolve or explicitly accept this misleading status before merging.

Security architecture risk: 🔵 Low · up to a6904

Quota attribution becomes more restrictive. If routing configuration cannot be read, an unrelated stored account’s quota can still be displayed, but that exposure already existed before this change. No new or expanded security exposure was established.

Retained concerns No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The demonstrated effect is bounded to native quota and workspace metadata associated with the configured provider and its stored login. The inspected changes do not establish new credential transmission, tenant authority or access to additional accounts.

Security Findings and Attack Paths

  • inferred — A custom provider requiring OpenAI authentication can still have stored ChatGPT quota published after a recoverable config/read failure: the failure becomes an undefined endpoint, which passes eligibility. Malformed routing data follows the same classification. This attribution exposure existed in the base, which had no endpoint gate; no introduced or worsened attack path was established.

Trust Boundaries and Controls

  • observed — The new control separates possession of a stored account from eligibility to attribute that account’s quota to a provider. Authentication requirements alone are insufficient when a successfully read configuration identifies a non-OpenAI endpoint; both probing and publication enforce the endpoint decision.

Resilience and Maintainability Implications

  • observed — Existing recovery logic preserves last-good quota on probeFailed when identity appears unchanged, including cases where identity fields are missing. Explicit unsupported results instead replace prior quota. The partial-identity retention behavior predates this change and remains a limitation of recovery provenance, not a newly introduced concern.

Hardening Proposals

  • proposed — Distinguish a confirmed default endpoint from unknown routing caused by read or decode failure. Suppressing native quota for unknown routing would strengthen attribution guarantees; focused recovery tests could verify that the unknown state cannot publish or retain unrelated quota.

Cover the stored ChatGPT login on a custom provider.

The quota test covers missing and API-key accounts only when requiresOpenaiAuth is false. It does not cover a stored ChatGPT account with that setting. Add that case to detect a regression where checkCodexProviderStatus publishes the stored ChatGPT account's native quota for custom-provider traffic.

Use the active provider endpoint when deciding native quota eligibility.

A custom provider can set requiresOpenaiAuth = true while routing requests to a non-OpenAI base_url. That combination passes the current predicate and allows account/rateLimits/read to publish the authenticated ChatGPT account's quota for the custom endpoint. Determine native quota from the active provider's routing identity, not only from the account authentication mode.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Do not treat an unreadable route as the built-in OpenAI route.

If config/read fails while a custom provider requires OpenAI authentication, this fallback sets baseUrl to undefined. reportsNativeUsage then treats the route as eligible. The probe can publish the stored ChatGPT login’s quota even when the custom provider uses a non-OpenAI URL. Keep an unknown route distinct from a confirmed absent override, and report its quota as unavailable. Add a test for a failed config/read. Codex supports configured provider URLs and OpenAI-authentication settings independently. (github.com)

✅ Addressed in commit fb6a9ef

Added 1 commit

  • fix(server): treat an unreadable Codex route as unknown for quotafb6a9ef
Synced from GitHub

Confirming this fixes a config I can reproduce. Codex CLI 0.163.0, custom model_provider with requires_openai_auth = false, no auth.json. account/read returns {"account":null,"requiresOpenaiAuth":false,"workspaceRouting":null} and account/rateLimits/read returns -32600, so T3 shows "Codex could not read usage (JSON-RPC -32600)".

Logging in with an API key in that CODEX_HOME does not help on this version. account/read still returns account: null, so there is no user-side workaround.

Two tests I would like to see: a ChatGPT account whose rate-limit request fails still reports probeFailed, and an apiKey account with requiresOpenaiAuth true stays unsupported.

Added 1 commit

  • test(server): cover a failed Codex quota request and an API key behind OpenAI auth89c1b8b
Synced from GitHub

Thanks for checking this against 0.163.0 and for the -32600 repro. I added both tests in CodexProvider.usage.test.ts: a ChatGPT account whose account/rateLimits/read fails now asserts probeFailed, and an apiKey account with requiresOpenaiAuth: true asserts unsupported without the quota being requested.

Taking over this one as maintainer for batch codex-06. I will preserve contributor history, rebuild native-quota attribution against current main, and consolidate the routing and streamed-update regression coverage into existing test files. Landing stays with the coordinator.
