Official Linux 0.65.0 emits `progress: {used, total}` and `usageValue`
on detail rows, such as Bifrost budgets, and caps `progress.used` at the
total while the display string stays uncapped. UsageDetails.js now keeps
both numbers: a finite pair with a non-negative used and a positive total
becomes a progress record whose fraction is capped at 1, and any other
shape falls back to the text row. The display string is never parsed.
ProviderDetailSection draws a thin accent meter under rows that carry a
valid pair. Rows without one render exactly as before.
Documentation impact: the usage guide describes the meter, the changelog
gains an Unreleased entry, and the implemented TODO entry is removed,
with the rich-usage blocker updated to match.
