Popup provider tabs exposed only fixed section toggles, so a single quota row
could not be hidden, unlike the macOS visible-row choice (0.58.0).

A hover- and focus-revealed button beside each quota row's percentage hides
that row for its provider. PopupHiddenRows.js stores validated entries of
provider ID plus row key (primary, secondary, tertiary, or extra:<CLI window
ID>) in the new popupHiddenUsageRows key, without provider prose. main.qml
filters only the provider tab's rows; fetching, notifications, the panel, and
the Overview summary keep every row. Popup settings list hidden rows by
provider and row name with Restore, saved on Apply, and General's Restore all
defaults clears them. ProviderSnapshot keeps the identifier-shaped extra
window ID, and privacy projection carries it so hidden extras stay hidden.

Documentation impact: usage guide (popup, settings, defaults), development
guide, CHANGELOG Unreleased; the TODO entry "Popup usage row visibility" is
replaced by a narrower "Popup detail section visibility" entry for titled
detail sections. Seven new catalog strings translated in all five languages.
