Official Linux CLI 0.60.5+ reports incompleteRequestCount per daily entry and
per model breakdown, but only range totals and quota-week subtotals used it,
so individual popup rows still read as complete measurements.

ProviderNormalizer sums each model's bounded breakdown counts across the
range, including breakdowns without measured amounts, and CostPresentation
passes the count on history and model rows beside the unchanged amount text.
The provider cost section states "N incomplete requests excluded" under an
affected history or model row and beside a selected day's amounts. Privacy
mode keeps the model count, which carries no identity.

Documentation impact: usage guide, cost history guide, CHANGELOG Unreleased;
the TODO entry "Incomplete cost requests" is removed and the cost
availability blocker's cross-reference updated. New catalog string translated
in all five languages.
