Usage rows of providers without an entry in the localized lane table fell
back to the generic Session, Weekly, or Opus, which is wrong for memory,
balance, or plan-credit lanes. The official Linux CLI already emits
`rateWindowLabels` on each provider record (verified at 0.67.0 with a
loopback llmman daemon: `{"primary": "Memory"}`).
ProviderSnapshot keeps a bounded, trimmed, own-property string per lane as
`cliLabel`. RateWindowLabels uses it only in place of the generic fallback:
localized table entries still win, and an absent, empty, or malformed label
keeps the generic name. Privacy mode and restored cache rows keep the generic
title, matching how extra-window titles are handled.
Documentation impact: usage guide, translation guide, CHANGELOG Unreleased;
the TODO entry "CLI lane labels as fallback" is removed.
