Provider settings diagnostics now keep the CLI's redacted fetch error and
each attempt's kind/outcome instead of only an attempt count. The provider
diagnose command uses the Diagnostics page's shell timeout bound, shared
through Guards.boundedShellCommand, so a hung CLI cannot outlive the dialog.
Support reports now redact escaped and unterminated quoted identifiers.
