Collect bounded offline environment and CLI facts, preview a redacted allowlist, and copy an issue-ready report. Keep raw provider diagnostics separate and preserve existing inspection actions.

Documentation: update usage, README, changelog, translations and the bug-report form. TODO parity entries are unaffected; the provider-list contract was verified on official CLI 0.67.0 and 0.73.0.
