Upstream ships near-daily ~170 MB CLI builds, so the seven-day grace
period for inactive managed releases retained many copies on disk.
Widget-started CLI processes are bounded well below an hour, so shrink
the grace period to one hour: cleanup now leaves only the current and
previous (rollback) releases.
