The adapter's dev-time platform emulation boots workerd on every dev
start, which local SQLite development never uses. On systems that
cannot run the workerd binary (NixOS without nix-ld) every request
failed, and a missing .env silently routed dev requests to an
unmigrated local D1. Emulate only when ATLANTIS_DB_DRIVER=d1 is
exported, and document the D1 development flow.
