- A share link, invite or duplicate of an unfinished strategy is refused:
  it would hand out part of the work.
- Retrying a create keeps its move state; a create that would flip a
  listed strategy to unfinished, or the reverse, conflicts.
- A folder whose only strategies are unfinished moves can be deleted.
  Those strategies stay hidden at the top level, where the moving device
  finishes or deletes them; their originals are still on that device.
