A desktop moving a local strategy into the cloud builds it in several
calls: the strategy, its pages, its content, its images. Until the last
lands, the strategy holds part of the work, and every other client
listed it. createWithInitialPage takes an optional unfinishedMove flag;
library lists and folder summaries skip such a strategy, and the moving
device clears the flag with strategies:finishMove once it has checked
every part landed. Older clients never send the flag, so nothing they
see changes.
