Review findings on the shared wait:
- Edits on a page a teammate deleted are on screen but in no queue, so
  empty queues didn't prove the copy was whole. The wait now refuses while
  the editor holds such a page.
- The open page's send was awaited before the 20 s deadline started, so a
  stalled request could hold a copy for its 30 s transport timeout first.
  The send now starts without being awaited.
- The refusal mentions review as well as syncing, as Export Library's does.
