Exporting a cloud strategy as .ica and Duplicate both read the server's
copy straight away, so an edit still on its way (or held for review) was
silently left out. Both now send the open page, wait up to 20 s for this
device's work on that strategy to land, and refuse with a message when it
can't. Export Library and video export used their own versions of the
same wait; all four now share sendCloudWork.
