Undo pressed while a Ctrl-drag was still held removed the copy, the drop
then found nothing to move and left the copy's marker behind, and after a
redo the next ordinary move of that copy was folded into its addition, so
undo took the copy away. The marker is now taken on every drop, and
loading or clearing a page drops any left over.
