One rule for which icons turn; stop wrapping steps

drawsGlyphRotation is now the single test for "this placed ability's
rotation turns its glyph": a plain icon with no vision cone. The page
transition and the X key used a looser test and treated a camera's cone
direction of 0 as an unturned icon.

Stepping no longer wraps at a full turn, so X then Shift+X gives back the
exact angle it started from. That replaces the 2pi stand-in for 0, which
leaked into shapes and cones and made identical pages spin on change.

A lineup draft swapped for another ability starts from the new one's
geometry, and a two-finger trackpad drag counts as a held pointer.
