Removes .github/actionlint.yaml (it only listed Blacksmith labels). Adds ADR 0065 and updates README, CONTRIBUTING and KB. Triggers, skip-release logic, steps and publish gates are unchanged.
Bottom of a 5-PR stack. Only the top PR (deps) omits [skip release], so merging the stack produces one release build.
Evidence
node --import tsx --test scripts/auto-release-workflow.test.mjs: 6 pass, 1 skipped (bash-only test on Windows).- actionlint 1.7.12: no findings.
git grep -i blacksmithoutside website, CHANGELOG and ADRs: no matches.
Merge Danger
Door: two-way
Blast Radius: CI
Windows and macOS jobs now count against GitHub Actions minutes. Hosted runners are slower, hence the 45-minute caps.
