Establish slice-0 frontend and checker foundation

Add the lossless resilient parser, syntax-anchored HIR, and canonical width algebra with corpus, fuzz, property, and cliff coverage.

Introduce package-aware Tier-A header and supported-body checking, explicit body deferrals, and wire parse/check through the CLI's structured diagnostics. Reconcile workspace metadata and documentation with the completed slice-0 checkpoint.
