ci: ASCII-only comments in ci.yml (kiln yaml parser chokes on multibyte)

kiln's yaml/browser parser miscounts offsets when a comment contains
multi-byte UTF-8 (em-dash, arrow), corrupting the parse so 'provider' is
rejected. Keep the manifest comments ASCII until kiln's yaml is fixed.
