fix(web): always install the canvas DPR transform on first fit

A new canvas defaults to a 300x150 backing store, so a mount whose
scaled size matched it exactly never scheduled a canvas configuration
and rendered through the identity transform. The first fit now always
schedules the configuration and the flag flips once the render frame
applies it.
