fix(web): apply the prompt-size floor only on touch devices

The 16px focused-field floor exists for the touch-browser zoom quirk, which
desktop browsers do not have - a narrow desktop window must not silently
override a smaller chosen prompt size. Gate the media query on a coarse
pointer.
