Move branch sanitization from contracts to new shared package

Create @t3tools/shared with explicit subpath exports (no barrel) for
shared utility logic. Move sanitizeBranchFragment and
sanitizeFeatureBranchName to @t3tools/shared/git, keeping contracts
focused on schemas.
