Emit checkpoint captured events after turn checkpointing

- emit `checkpoint/captured` from `ProviderManager` after checkpoint init/capture
- add backend test coverage for the new checkpoint-captured notification flow
- refresh provider queries on `checkpoint/captured` and only re-derive diffs on `turn/completed`
