Scope git mutation state by cwd for action loading UI

- add `gitMutationKeys` and attach mutation keys across git mutation options
- switch GitActionsControl loading state to `useIsMutating` with cwd-scoped keys
- add tests for cwd-scoped mutation keys and mutation option wiring
