Animate the floating library icons in the hero#34

What to build

The floating library icons on the right side of the home page hero are static. The tester suggested adding motion, for example:

• Icons drift in place and react to the mouse, such as moving away from or toward the cursor on hover.
• Or icons spin in a slow vortex, with real library logos shown larger as they pass the front.

Acceptance criteria

• Hero icons move continuously and react to pointer movement or hover.
• Use real library logos from the catalog where possible.
• Respect prefers-reduced-motion by showing a still layout.
• Keep the animation smooth on mid-range laptops and do not delay first paint.
