Rebuild the docs in the new style

- Three columns inside the content card: section navigation with a
  sliding pill, the page, and an "On this page" list that follows the
  section being read.
- Shared docs components (header, sections, lists, notes, link rows,
  command card with copy) replace per-page markup and the teal styling.
- Pages slide in from the direction you navigate; the pager keeps its
  "Previous:" and "Next:" labels for assistive tech.
