Finish the docs-only setup change over the newer main

The libraries merged after this branch's base still carried install commands,
registry setup, and step lists, so strip those fields from their detail files
too. The tool test's own catalogue fixture also needs the preview stories the
newer main passes to createCatalogueTools.
