Add the release lane: a GitHub Actions workflow and a local release script

GitCafe hosts no release downloads and runs no CI, so installers ship from
the GitHub mirror. Tagging v* now tests, packages and attaches the installer
to a GitHub release, and scripts/release.mjs cuts the same build locally.
