feat(policy): admins set managed policy from a Group Policy template#29862
Windows admins can only deploy a managed policy by pasting the whole policy, as one line of JSON, into a Policy registry value. That isn't how Group Policy or Intune are normally used. T3 Code also doesn't show up in the Group Policy editor at all. Mac admins have to build the configuration profile by hand.
This brings back Matt's Group Policy template from #27340, which closed when its base branch was deleted. It's rebuilt on the in-process Win32 registry reader that main uses now.
What changed
t3 policy templates <dir> [--policy file]writes:windows/t3code.admxandwindows/en-US/t3code.adml. They add Computer Configuration > Administrative Templates > T3 Code, with these policies: organization, broadest permission mode, allowed clients, T3 Connect, webhook tasks, browser cookie import, usage data, allowed providers, and updates. Setting locks and provider fields go in two JSON policies, which hold the same objects a policy file would.macos/t3code.mobileconfig, a device profile for the given policy, or for a sample one.
- The Windows reader understands the template's values.
WindowsRegistrynow lists a key's values and subkeys throughRegOpenKeyExW,RegEnumValueWandRegEnumKeyExWinstead of reading one string. The policy is built from one value per control, plus theClientsandAllowedDriverscheckbox subkeys. - The
PolicyJSON value keeps working. A key holding both it and the template's values is refused, so the two are never merged. - Anything the template doesn't write stops startup:
- an unknown value or subkey
- a DWORD other than 0 or 1
REG_EXPAND_SZor any other type where a string is expected- broken JSON
- settings without Organization, with an error that names the Group Policy setting to set
- Disabled means no restriction. A policy set to Disabled leaves its checkboxes' unchecked values in the registry. Those values are ignored, and a key holding only them counts as no policy.
- The template and the reader stay in sync. The provider checkboxes come from the providers the server knows, and a test fails when the reader accepts a value the template has no control for.
Verification
vp run check:changedpasses.- Tests cover the full document built from the template's values, the Disabled cases, the cases that must stop startup, the
Policyvalue, and a key holding both. - A test that runs only on Windows reads real keys through the Win32 API: values, subkeys, a missing key, and
REG_EXPAND_SZcoming back asother. Results of the manual Windows run will follow in a comment. - The generated
.admx,.admland.mobileconfigare well-formed, and the profile parses as a plist.
Not yet checked: the template in the Group Policy editor or Intune, and a real deployment. Matt is testing live.

Walkthrough
The pull request adds Windows Group Policy template generation and registry-based policy loading. It also adds macOS configuration-profile generation through the policy CLI and updates managed-policy deployment documentation.
Changes: Managed policy deployment and loading
Layer / File(s) Summary Windows registry key enumeration
packages/shared/src/managedPolicyFile.ts,packages/shared/src/managedPolicyFile.test.tsThe Windows registry interface now returns typed values and subkey names. The reader enumerates registry keys and decodes supported value types. Tests cover values, subkeys, missing keys, and read errors. Group Policy value conversion and loading
packages/shared/src/managedPolicyFile.ts,packages/shared/src/managedPolicyFile.test.ts,apps/server/src/policy/ManagedPolicy.ts,apps/server/src/policy/managedProviders.tsThe loader converts recognized Group Policy values and checkbox subkeys into managed policy documents. It uses known provider driver labels to map provider entries and rejects unsupported, malformed, and conflicting settings. Tests cover conversion, disabled settings, and invalid inputs. Platform template generation and CLI
apps/server/src/policy/*,apps/server/src/cli/policy.ts,apps/server/src/policy/policyTemplates.test.ts,docs/user/managed-policy.mdThe generators produce Windows ADMX and ADML templates and macOS configuration profiles. The templatesCLI subcommand writes them to a specified directory. Documentation describes deployment methods and policy checks.Estimated code review effort: 4 (Complex) | ~45 minutes

An admin who moves from the Group Policy template to a single Policy JSON value can have startup refused with a misleading conflict error if empty subkeys remain. The failure is narrow and easy to fix, so the change is mergeable with that follow-up.

Explanation
The title "feat(policy): admins set managed policy from a Group Policy template" matches the main change. The changeset adds a
t3 policy templatescommand that generates Windows ADMX/ADML Group Policy templates, and the Windows reader now reads template values. The title is concise, uses a conventional commit prefix, and names the primary change. It does not mention the macOS profile generation, but that is secondary.
Full details: Description check
Explanation
The description covers the problem, the change, and verification. It explains that Windows admins can only deploy a policy through a single JSON
Policyregistry value and that Mac admins must build profiles by hand. It lists the CLI command, the registry reader changes, the startup-blocking error cases, and the Disabled-value handling. The verification section lists the checks run and the checks not yet done, which matches the template's request. The template's Scope and approval section is missing. The description does not link a triaged issue or maintainer-approved discussion, and it does not explain why the change qualifies as focused configuration of an established capability. The PR objectives mention a comment from a maintainer, but the description itself does not link that approval. The description also does not include the template's optional agent-model line in the expected form, but it does name the model and harness. The Scope and approval section needs an issue or discussion link with the maintainer approval comment, or an explanation of why the change qualifies for an exemption.Resolution
Add a "Scope and approval" section. Link the triaged issue or the discussion where a maintainer approved the direction and scope, and include the approval comment. If no prior approval exists, explain how this change fits an established capability and why it qualifies for the focused-configuration exemption. Keep the Problem, Change, and Verification sections as they are.

Skip checkbox values when the list's group DWORD is absent.
A list subkey with no group DWORD still creates its list through lists.get(value.key) ?? []. If every checkbox value is 0, the reader writes an empty list. Without Organization, startup is refused with the missing-Organization error. With Organization, the empty list fails the NonEmptyArray schema. The PR states that a key with only disabled checkbox values counts as no policy. The docs state that Not Configured restricts nothing. Checked values under an absent group also apply a restriction, and the docs do not support that.
Apply checkbox values only when the group DWORD enables the list.

Ignore empty leftover subkeys when a Policy value is present.
Group Policy removes the values of a policy that an admin sets back to Not Configured. It can leave the empty Clients or AllowedDrivers subkey behind. Suppose an admin moves from the template to a single Policy JSON value, for example through Intune. The check root.subkeys.length > 0 then refuses startup and reports "it holds both a Policy value and Group Policy settings". The key holds no Group Policy settings.
Read each subkey and count it as a conflict only when it holds values or nested subkeys. The template path already handles an empty subkey safely: an empty checkboxes.values adds nothing.

✅ Confirmed as addressed by @juliusmarminge
Fixed in 4a316ee0d2. Beside a Policy value, a subkey now counts as Group Policy settings only when it holds values or subkeys of its own. A Clients key with a checkbox in it is still refused, and the existing registry test now covers both cases.
@juliusmarminge Thanks for the fix in 4a316ee0d2. The reported change addresses this finding: empty subkeys no longer cause a conflict, while nonempty subkeys still do. The added test cases cover that distinction.

- fix(shared): an empty leftover list subkey does not conflict with a Policy value4a316ee
Tested on real machines: Group Policy, a domain, macOS, updates and Linux
What ran. Commit 297de1fc1e from this PR, plus the checkbox casing fix from #29981 (4fec7b193f). The merged head also has 4a316ee (an empty leftover list subkey no longer conflicts with a Policy value), which I did not rerun. The machines were a Windows 11 Enterprise VM, a temporary Windows Server 2025 domain, a Mac on macOS 27.0.1 and a node:24 Linux container.

| Area | How it was tested | Result |
|---|---|---|
| All 11 template policies | Set in gpedit, then checked the registry, t3 policy show and the desktop UI. Each was then set back to Not configured. | Pass. The user's own values came back after removal. |
| Refusals | Restrictions without Organization, bad JSON, an unknown setting, template values plus a Policy JSON value | Desktop refused to start; policy show exit 1 |
| Checkbox casing | Clients\Desktop=1, AllowedDrivers\Codex=1, AllowedDrivers\CLAUDEAGENT=1 | Exit 1 on 297de1fc1e, exit 0 with #29981. Unknown names are still refused. |
| Domain GPO | ADMX/ADML in the SYSVOL central store, one GPO linked to a test domain | The domain's GPO report recognised every value. The client applied it and Settings named the domain. Unlinking removed it at the next refresh. |
| macOS profile | t3 policy templates --policy, installed through System Settings | policy show gave the same fingerprint as policy check on the source JSON (7cc1af3978f9). Removing the profile cleared it. |
| Packaged updates | Unsigned NSIS 0.1.90 and 0.1.91, with a policy feed URL | 0.1.90 fetched only from the policy feed, not GitHub, and installed 0.1.91. Mode Off: no feed requests in two minutes, update controls disabled. |
| Allow usage data | Packet capture for 150 s after app start | Disabled: no connection to ingest.t3.codes. Not configured or Enabled: it connected. |
| Allow webhook tasks | Request to a webhook URL | Disabled: 403, x-t3-hook-outcome: blocked_by_policy, refused before the hook is looked up. No policy: 404. |
| Provider settings, Broadest permission mode | Stand-in Claude binary that logged its arguments and environment | Locked provider settings replaced the user's binary and environment. Broadest mode alone ignored the user's binary. |
| Real agent turn | Claude Code 2.1.318, Haiku 5.5, Broadest mode = Auto-accept edits | Launched with --permission-mode acceptEdits. Auto and Full access were unavailable, and a PowerShell command waited for approval. |
| Linux | /etc/t3code/policy.json in a container | Applied for root and for a normal user. Unknown keys and broken JSON were refused. ADMX/ADML generated on Linux are byte-identical to the Windows output. |
| Domain-joined VM | macOS profile | Real turn waits for approval |

Observations
t3 policy templateswrites newPayloadIdentifierandPayloadUUIDvalues every time it runs. Two runs on the same machine differ. I haven't tried this on a Mac, but I expect that installing a regenerated profile by hand would add a second profile forcom.t3tools.t3codeinstead of replacing the first, which the docs say not to do. MDM tools usually manage profile identity themselves. An identifier derived from the organization would avoid the problem.- On a policy error, the startup dialog said "Get a different version from the releases page". The expanded details were correct. #30319 looks like it fixes this, but I haven't re-checked it.
t3 policy showon an invalid policy prints a Node stack trace under the error message, on both Windows and Linux. The message itself is clear.
Not tested: Intune, a live T3 Connect session with Connect disabled, mobile clients, sign-out of already-paired devices when remote access is turned off, and a successful browser-cookie import (only the blocked case was checked).
Tested with Claude Code (Claude Opus 5.5) driving VirtualBox.
